Application Number: 2011-0429 <br />Property Location: 13271 Adams Road <br />Architectural Style/Date/Architect or Builder: 1871/Italianate style applied to a 3 -bay I-house/Joseph Singer, <br />builder <br />Property Owner: Michael Wheeler <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The red brick 2 %s storey Italianate has a solid stone foundation. The <br />windows have segmental brick arches and segmented window frames, double hung 2/2 and 2/1, with fixed transoms on <br />the second floor. The gable roof has asphalt shingles deep cornices with brackets and dentil moulding. The front porch <br />is open with turned posts and a concrete stoop. The Cherry Road porch has square posts with brackets and a wide <br />dentil frieze with brackets. There is a westside rear one storey ell with French Doors. <br />ALTERATIONS: The roofing materials are not original to the house (COA 2009-0821). The French doors, new siding <br />on the ell were approved with COA#2001-0713-1.5 Pine trees and 2 Walnut trees were removed in the right of way for <br />a utility upgrade with COA 2007-0501. <br />APPLICATION ITEMS: Please see attached narrative, site plan and figures. The Troyer Group (engineer) is <br />submitting this COA Application on behalf of St. Joseph County Engineering, Friends of Granger Paths (project <br />sponsors) and Michael Wheeler (property owner). <br />DESCRIPTION OF PROPOSED PROJECT. To install a multi use 10 foot concrete path along Adams Road in the <br />right of way 42' from the front of the house as part of the Phase I Granger Paths Project. Remove trees and replant <br />with landscaping and installation of a 1900 wrought iron fence all per diagrams and illustrations provided. <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, <br />renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or <br />samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the <br />general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure <br />or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such <br />improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance <br />or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its <br />environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. <br />Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. <br />The commission should review the proposed treatment for character and style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change <br />in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition <br />(see demolition). <br />Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover <br />singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the <br />visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be <br />carried through in the additions. Care should be taken not to change or alter the following: <br />1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to <br />cause minimal visual change to the original style and construction. <br />2. Material—Additions and improvements involving any new material in the landmark should be of the same material <br />as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the <br />original. <br />a. wood—all wood trim should conform with existing trim in shape and size. <br />STAFF RECOMMENDATION: Staff has been working with Granger Paths and Mr. Wheeler since 2005 concerning <br />the mixed use trail system and with the Troyer Group for the past two years concerning the location of the trail and its <br />impact on this landmarked home. Mr. Glass, acting SHPO, was at the most recent on-site meeting on April 14 and <br />agreed that the mixed use trail needed to be moved as far away as possible from the house. At his recommendation <br />curbing will be installed along Adams to allow for the path's location closer to the road and the furthest from the house. <br />This will necessitate removal of trees and changes in the non -original landscaping features in front of the house. <br />However, the Troyer Group proposed a landscape screening plan that will buffer the house from the trail while still <br />remaining visible from the trail and road. The homeowner will install the fence. Staff recommends approval of this <br />project as presented. <br />On a motion by Todd Zeiger with a second by Mike Voll to accept application as <br />submitted. Vote: 6-0 <br />COA 2011-0429 was approved as submitted. <br />
