Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials <br />inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding <br />metal or vinyl siding to a building. <br />STAFF RECOMMENDATION: Staff recommends approval of the proposed work as it is in agreement with the <br />Standards and Guidelines for Lincolnway East. <br />On a motion by Jerry Niezgodski with a second by Mike Voll to approve the application <br />with the condition that the roof to be used will be a standard architectural shingle. It has a gable roof with dormers covered with three tab asphalt shingles. The dormers have wood shingles <br />in the gables. The walls are wood clapboard with corner - boards, base trim and moulded cornice. There is a full -width <br />front porch with wood Doric columns. The porch has a wooden porch floor and ceiling. The windows are 1/1 double <br />hung on the first floor; small 4/1 casement windows on the southwest comer and 16/1 on the second floor. The <br />windows have aluminum storms. <br />ALTERATIONS: The aluminum storm windows and the asphalt roof are not original to the house. New Roof was <br />approved with COA 2010 -0929. <br />APPLICATION ITEMS: Remove and replace porch flooring. Install 2 "x8" floor joist. Add joist hangers as needed. <br />Replace Apron. <br />DESCRIPTION OF PROPOSED PROJECT: Home Service proposes to remove porch flooring from the entire <br />porch. Support beam to ground with temporary 4 "x4' posts. Install new 2 "x8" floor joist on southwest comer. Install <br />2 "x8" joist hangers to existing floor joists. Remove and replace 7' apron on end and 8' apron on front. Provide new' /a <br />tongue and groove fir porch flooring, pre - stained on all sides. Install, prime and paint surface. Build and install 6 pillar <br />wood bases with weep holes, matching existing bases. Bases will be pre - stained, installed primed and painted. Re- <br />install pillars, caulk and paint. <br />STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or <br />gabled roofs or are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, <br />columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design <br />more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and <br />which are important to the building's historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the <br />architectural or historical character of the building. <br />Prohibited <br />Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or <br />removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or <br />Disabled Persons. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style from the original. <br />STAFF RECOMMENDATION: Staff recommends approval of the repairs to the porch deck and replacement of <br />the wood floorboards with tongue and groove fir. The deteriorating floorboards have been nailed to the joists and the <br />nail heads are popping up; there have been repairs with patches of wolmanized wood nailed to the joists. The <br />southwest comer is deteriorated to the point that it is no longer weight bearing. The replacement of the deteriorated <br />column bases with wood is in -kind but Staff recommends that the bases have weep holes to prevent wood rot. <br />Z <br />
