Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, <br />drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, <br />type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close <br />proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or <br />replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. <br />Prohibited <br />No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other <br />elements before evaluating their importance to the property's history and development. Front yard areas shall not be <br />transformed into parking lots nor paved nor blacktopped, <br />nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large <br />devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract <br />from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public <br />street, or ruled inappropriate after Commission review. <br />Utility poles with high- intensity overhead lights should be installed so that they cannot be seen from a street. The <br />Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, <br />before granting a C of A. <br />STAFF RECOMMENDATION: Staff recommends approval of the new fencing as it conforms to the standards and <br />compliments the architecture of the house. There are several houses situated very closely together on small, irregular <br />lots; 420 LaMonte is set further back front the street and is situated behind 418 and 424 LaMonte. <br />On a motion by Mike Voll with a second by Jerry Niezgodski to approve application as <br />submitted. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 1 August 2011 <br />Application Number: 2011 -0729 <br />Property Location: 1232 Lincoln Way East <br />Architectural Style/Date /Architect or Builder: Shingle /1909/Freyermuth& Maurer Architects <br />Property Owner: Annette and Charles Feirrell <br />Landmark or District Designation: Lincoln Way East LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: Freyermuth and Maurer designed this one and a half storey Shingle style <br />house. It has wood shingle siding with an intermediate belt course with wall flare. The roof is a bell cast gable with art <br />lock asphalt shingles that flares over the porch. There are two large hip dormers in the front with 1/3/ -2/3 window and <br />multi pane sidelights. There is a full length front porch with shingled pier supports and arched openings. There are <br />1/1 double hung windows on the body of the front with multi -pane side lights. There are tall multi -pane fixed sashes in <br />the gable ends near the peaks. 16/1.20/1 double hung sashes with multi pane casements paired and in series; some lead <br />camel, some wood. There is a flush brick chimney at the east side with decorative brickwork. <br />ALTERATIONS: The porch steps were replaced in 1985. Some storm windows may not be original. <br />APPLICATION ITEMS: Replace roof with either common shingle which matches current roof or metal roof (old <br />fashioned metal roof similar to what was common in the period the home was built) See Attachments. Please. <br />DESCRIPTION OF PROPOSED PROJECT: The Owners proposed work indicates an either /or description. At the <br />time of the Staff Report completion, proposal has been narrowed to common shingle, specifically, an architectural <br />shingle, brand TBD. Roof work will be a two layer tear off. Gutters will be replaced in -kind. <br />STANDARDS AND GUIDELINES: Lincolnway East <br />B. ROOFS AND ROOFING <br />Roof shapes in the district include hip and gable types. All are covered with asphalt shingles. Eaves, in most cases, <br />have wood fascias with gutters and downspouts. Some aluminum sided Houses have aluminum covered fascias. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential <br />character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather <br />vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof should be restored. Particular effort should be made to <br />retain unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair <br />should be replaced with new material that matches as closely as possible the existing or original in composition, size, <br />shape, color and texture. <br />Prohibited <br />
