CALL TO ORDER: <br />President Klusczinski called the meeting to order at 7:03 p.m. <br />Members Present: Timothy S. Klusczinski, Jerry Niezgodski, Mike Voll, Alice McLane <br />Members Absent: Sandra Rossow, Lynn Patrick, David Steinhauer <br />Staff Present: Larry Meteiver, -Legal Counsel; Catherine Hostetler,- Director, Elicia -- <br />Feasel, Assistant Director <br />Members of the Public Present: Charles Ferrell, Sheree LaPorte, Dave Mesecar, Ellen <br />Stolte, Bruce Craven, Dave Lillich <br />On a motion to amend the agenda by Jerry Niezgodski with a second by Alice McLane to include <br />COA# 2011 -0809, address 624 Park Avenue. Vote: 4 -0 motion carries unanimously. <br />II. PUBLIC HEARING: <br />A. CERTIFICATE OF APPROPRIATENESS <br />1. STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 1 August 2011 <br />Application Number: 2011 -0711 <br />Property Location: 501 N. Lafayette <br />Architectural Style/Date /Architect or Builder: 1892/Free Classic <br />Property Owner: Pat McCoy <br />Landmark or District Designation: Chapin Park LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This is a two storey home with an irregular plan set upon a brick <br />foundation. The walls have deteriorating insul -brick siding with second storey bays on south and front facades. The hip <br />roof with gables and wall dormers that are gabled in the front. The gables have box cornice returns with random rubble <br />between decorative half timbering and asphalt shingle roofing. There is a full width front porch with wood Doric <br />columns supporting a shed roof with dentils at cornice. There was a wood balustrade and flooring. The windows are <br />1/1 double hung with moulded entablatures; diamond pane wood casements in front gable, There is an exterior brick <br />chimney on the south side. <br />ALTERATIONS: There was a roof repair in March, 2011. The concrete steps are not original. The aluminum storm <br />doors and windows are not original. The green insul -brick siding is not original to the house. <br />APPLICATION ITEMS: If original siding can be salvaged then we'll restore it, if not then replace it with a similar <br />product. <br />DESCRIPTION OF PROPOSED PROJECT: The green insul -brick siding will be removed. If the wood <br />clapboards are salvageable and able to be repaired then they will be. If they can not then a similar product, like the <br />cement board used on the NNN houses on Lindsey and Leland will be applied to resemble the look and reveal of the <br />original clapboards. <br />STANDARDS AND GUIDELINES: <br />Chapin Park Local Historic District Guidebook <br />H. EXISTING STRUCTURES <br />A. BUILDING MATERIALS <br />Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone <br />masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. <br />Required <br />Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be prevented <br />through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall <br />
