REGULAR BUSINESS <br />The Minutes of the September 20, 2010 and October 1, 2010 were accepted by consensus. <br />The September Location Report was accepted. <br />The Staff Report from the Director was distributed along with the Correspondence File. <br />Catherine Hostetler requested the Commissioners' approval for closing the Office on <br />Friday, October 22 so that she could attend the Traditional Building Exhibition at Navy <br />Pier in Chicago during the time Wayne Doolittle was at the Preservation Trades <br />Conference in Kentucky and Assistant Director Elicia Dadlow was still on maternity leave. <br />It was agreed that she should attend. The Staff will bear all costs of transportation, <br />admission and meals. The Routine Maintenance Exclusion Reports were included in the <br />mailed packets and there were no questions for Staff. Legal Counsel cautioned the <br />Commissioners about questioning homeowner applicants about the colors used in their <br />project. Catherine elaborated that when our Standards and Guidelines were originally <br />adopted that they specifically omitted color because of all of the law suits over color <br />experienced by the first historic preservation commissions on the east coast. Counsel <br />thought that it would be best if the Commission steered clear of issues about color so the <br />Commission could not be perceived as pressuring an applicant to choose Commissioners' <br />preference for color during a public meeting. <br />COMMITTEE REPORTS <br />Timothy Klusczinski as his President's Report submitted his attendance at two of the <br />Lunch and Learn Series presented by Todd Zeiger on September 24 and October 1. He <br />recommended the Lunch and Learn Series to the Commissioners as insightful and <br />interesting. It is held at WNIT's new downtown studio on Thursdays. <br />OLD BUSINESS <br />There was no action on the Continued COA#2010-0802A for a window replacement at <br />812 Golden. <br />NEW BUSINESS <br />President Klusczinski initiated a discussion concerning the use of asphalt architectural <br />shingles in place of the asphalt 3 -tab shingles. It was stated that the architectural shingle <br />was becoming the roofing material of choice because of its durability and aesthetics. <br />Counsel Meteiver concurred that the replacement of asphalt 3 -tab shingles with asphalt <br />architectural shingles could in this instance be delegated to the Staff for In-kind approval <br />in order to expedite the homeowner's roofing projects on a timely basis. <br />On a motion by Linda Riley with a second by David Steinhauer the Commissioners <br />voted unanimously 5.0 to grant the Staff administrative approval for asphalt <br />architectural shingles as in-kind replacement roofing material for 3 -Tab asphalt shingles. <br />There was a brief discussion about participation in the November 7, 2010 Arts Cafe. HPC <br />will be sharing a booth with the City and Wayne Doolittle will provide the HPC with the <br />IN <br />
