On a motion by Linda Riley for approval of application as amended by applicant to <br />include the 1" storey windows with a second by Jerry Niezgodski <br />Vote: 4-0 <br />COA 2010-0427 was approved as amended with a unanimous vote. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 3, 2010 <br />Application Number: 2010-0428 <br />Property Location: 514 West LaSalle <br />Architectural Style/Date/Architect or Builder: Free Classic/1904 <br />Property Owner: Connie and Tom Tooley <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey plus attic Free Classic type which <br />was constructed with a wood frame, overhanging second floor and clapboard and shingle siding. The roof <br />has a center gable and a small hipped extension projecting off the back, box molded cornice and is covered <br />with interlocking asphalt shingles. The chimney is brick and flush to the first floor and interior through the <br />second and third floor with decorative brick chimney work at the top. The windows are all the double hung <br />sash type that are hung from top hinges. The house also contains many decorative windows such as the <br />wood framed stained glass panel in the back wall, the leaded glass design in the transom over the front <br />window and the first floor side lights. One of the main features of the house is its front porch which has a <br />brick base, wood slat floor, wood spindle balustrade and brick pedestals that support short Doric columns. <br />It also has a plain entablature and a dentilated frieze pediment over the front entrance. <br />ALTERATIONS: The home has been restored. The gutters have been repaired and replaced, the stucco <br />removed from the brick foundation, the roofing has been replaced; the site has been extensively landscaped <br />in the rear and enclosed with a privacy fence. Windows have been installed in the enclosed back porch. <br />(COA#2002-0520a). Deck mounted skylights were installed to replace the "bubble"type. <br />APPLICATION ITEMS: Complete tear -off of roofing materials, repair/replace decking as necessary, <br />install ice/watershield, Install Certaineed Landmark Series 30 year Dimensional shingles. Repair Chimney <br />as needed. re-noint with lime putty mortar. <br />DESCRIPTION OF PROPOSED PROJECT: The complete removal of all existing layers of roofing, <br />estimated to be four layers, and the replacement of the Sherriff-Goslin interlocking shingles with the <br />architectural asphalt dimensional shingles. All decking will be replaced and repaired; installation of <br />ice/water shield as required by Building Code. <br />STANDARDS AND GUIDELINES: <br />Groua B Standards: <br />A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct <br />physical change except for the general cleaning and upkeep of the landmark. The Commission shall <br />encourage the proper maintenance of all structures or sites. <br />B. Treatment: Treatment shall be defined as any change of surface materials that will not alter the style <br />or original form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a <br />change that can potentially enhance or detract from the character of the landmark. A treatment change of <br />any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it <br />significantly alters the appearance of the landmark. Although these kinds of changes may not require a <br />Building Permit a Certificate of Appropriateness may be necessary. The Commission should review the <br />proposed treatment for character and style consistency with the original surfaces. <br />C. Renovation and Additions: Renovation is the modification of a structure which does not alter the <br />general massing while an addition is a change in mass. A modification which involves the removal of a <br />part of the landmark should be considered under demolition. <br />Additions to landmarks should not detract from the original form and unity of the landmark and should not <br />cover singular examples of architectural detail. Additions to landmarks should be added in a manner that <br />does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of <br />the existing structures should be carried through in the additions. Care should be taken not to change or <br />alter the following: <br />1. Structure: Necessary structural improvements, where safety demands should be accomplished in <br />such a way as to cause minimal visual change to the original style and construction. <br />7 <br />
