Stapp for Whitcomb and Keller Property Owner: John Brady Landmark or District Designation: East Wayne Street Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: The two storey Tudor of brick with half timber and stucco wall features has a rectangular plan and a gable roof with a slight flair at the eaves. The roof is covered with asphalt shingles. There are casement windows throughout the house with brick header course sills on the brick facades. There is a half timber and stucco shed dormer in the front fagade and there is an extended front entrance with steep gable roof and stucco walls with a door in the center flanked by lanterns. ALTERATIONS: In 1988 a l Ox 14 foot two storey addition was added to the rear of the house(COA1988-0815); the roof was replaced in 1998 (COA#1998-0916) and the screened in porch was added in 2007 (COA#2007-0906). The windows are replacement windows. APPLICATION ITEMS: We want to replace the replacement windows that are poor quality in our home with Pella casement windows. Two windows (interior) that are casement in the rear we would like to replace with double hung. DESCRIPTION OF PROPOSED PROJECT: In 1988 the NORCO windows were installed. Currently the windows are failing and deteriorated; one kitchen window's glass has recently disintegrated and needed to be replaced. The homeowners wish to replace the NORCO windows with PELLA wood casement windows that will have aluminum exterior cladding located on the second floor. The windows on the second floor will be replaced with casement windows that will match the existing; the front double casements will be replaced with grid patterns to match the originals. The two casement windows that were on the exterior and are now enclosed in the screened in porch are to be replaced with double hung windows so people don't hit their heads on the casements when they are opened. The exterior aluminum cladding will match the exterior trim on the house. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. where -metal -or vinyl siding -has-been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the replacement windows with PELLA casement windows on the second _ floor and the removal of the casement windows in the rear interior wall of the house and their replacement with double hung PELLA windows.
