Stapp for Whitcomb and Keller <br />Property Owner: Myrna and Robert Wolosin <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey frame house faced in brick and half timbering and <br />stucco in a T plan with hip roof covered in asphalt shingles. The house has 6/1 and 6/6 double hung windows, brick <br />soldier course lintel, brick header course sills. There is a large front bay window and the entry has a recessed round <br />archway with brick tabbing door surround set in a gable front. There is a pent roof across the front fagade at the first <br />floor lintel line. There is an oriel window above the front door. <br />ALTERATIONS: The windows on the second floor were replaced by Pella windows with COA 2003-0808-2. The <br />windows on the first floor were replaced by Pella windows with COA 2004-0131 <br />APPLICATION ITEMS: Replace existing roof with dimensional shingles. See attached proposal; comply with <br />building code. <br />DESCRIPTION OF PROPOSED PROJECT: Remove all old shingles, clean up and haul away. Install new drip - <br />edge to all of home, install new ice and water shield to all eaves and valleys; then install #301b roofing felt to rest of <br />roof. Then install new torch down roofing to both flat areas on home. Also install new brown flashing to upper flat <br />roof to match drip edge. Install new 30 year fiberglass shingles to all of home. Note this job will require scaffolding to <br />protect gutters and landscaping. There is a 5 year guarantee on all of DLH Construction's workmanship. Job site is to <br />be kept clean at all times. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered <br />with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in most <br />cases have wood fascias with gutters and downspouts. The fascia of some vinyl or metal sided houses are covered with <br />the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential <br />character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather <br />vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to <br />retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering <br />which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the <br />original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to <br />prevent deterioration of the structure; they should be maintained whenever possible or replaced <br />with a style comparable and suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding <br />architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof <br />shall not be stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to <br />a building. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of the new roof as it conforms to the East Wayne street Guidelines. <br />On a motion by Linda Riley with a second by Jerry Niezgodski <br />Vote: 7-0 <br />
