selectively removed. Do not dump leaves and grass clippings on planted slopes as this practice will kill much of the <br />low ground cover and leave soil more susceptible to erosion. When replacement of utility poles or power supply lines is <br />necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. <br />Prohibited <br />Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, <br />application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, Streetlights, <br />benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to <br />the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be <br />prohibited. <br />STAFF RECOMMENDATION: Staff recommends approval of the project. The reconfiguration of Riverside Drive <br />will impact an area of Brown Field Park that is currently part of a hillock that is not used for pedestrians or recreation. <br />It will not adversely impact any architectural features in the Riverside Drive Local Historic District. The new <br />roundabout and change to Riverside Drive will create additional pathways to the current River Walk and create a safer <br />intersection with more visibility and pedestrian safety. The proposed 10 foot concrete pathway is located in the same <br />area as a footpath and will not involve the removal of any significant trees. (Photot#3) The lighting style of the Main <br />Street -B set on Barrington posts proposed for Brown Field Park attempts to imitate the Cutter lamp style found in the <br />Riverside Drive LHD. Young <br />Property Owner: South Bend Fire Department <br />Landmark or District Designation: Local Landmark <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: One and half storey dormer front bungalow on a square plan with an <br />offset brick chimney set on a brick foundation with a stone string course at the base. The walls have aluminum siding <br />at the second storey, the rest of the exterior walls are stretcher bond brick. There is a two storey tower with a flat roof <br />at the rear. The asphalt shingled roof has a side gable with aluminum sided knee braces and large front and rear gable <br />dormers with the same aluminum siding. The front porch extends across the front of the firehouse and has a low brick <br />wall with stone caps and brick pillars. The roof is an extension of the main roof with curved knee brace supports. <br />There is a side shed canopy at the entry with similar bracing. The front entry at the porch is offset with multi -pane side <br />lights. There is a side entry with multi -pane light door. There is a large garage door under the porch. The windows a <br />1/1 double hung sashes with stone sills. There is a square bay window with shed roof on the west side. <br />ALTERATIONS: The 1979/1990 Survey card notes that the original glazed tile roof has been removed; that <br />aluminum siding, storm windows and doors are replacements. The windows are not original to the structure. The <br />current wood window sashes have insert lights with a composite plastic surround that are set into aluminum tracks. <br />Two windows have been replaced with inserts, one on the first floor east side and the other in the upstairs bathroom on <br />the south side with COA 2009-1214. <br />APPLICATION ITEMS: Install 21 Renewal Anderson double hung, double tilt back, fibrex window systems, white <br />in & white out. <br />DESCRIPTION OF PROPOSED PROJECT: The City wishes to replace the remaining non -original twenty-one <br />windows with 21 fibrex (a composite wood and vinyl product) double hung insert systems that are to be custom built <br />to replicate the current windows and fit inside the existing frames. The insert windows will have screens and storms <br />and will not alter the interior trims or alter the appearance of the exterior trim. The windows will replicate the 1/1 <br />double hung windows. The all wood brickmold will be wrapped with a white vinyl product to match current white <br />aluminum brickmold. <br />STANDARDS AND GUIDELINES: <br />GrouD B Standards: <br />A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct physical <br />change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper <br />maintenance of all structures or sites. <br />B. Treatment: Treatment shall be defined as any change of surface materials that will not alter the style or original <br />form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a change that can <br />potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the <br />landmark or in its environment may require a Certificate of appropriateness if it significantly alters the appearance of <br />the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness <br />
