Recommended <br />Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible in size <br />and style and with the materials of other buildings in the district. <br />Prohibited <br />Inappropriate materials such as asbestos, asphalt, cast stone, or artificial brick may not be used. <br />Not Recommended <br />Glass blocks should not be used. Concrete block should not be used for anything other than foundations. <br />STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the standards and guidelines <br />for Edgewater Place for new construction. The owner is also proposing to re -use current materials on the exterior with <br />the intent that it will not stand out as new construction. The new construction will not be visible from the street as it <br />will be situated in a vacant corner of the house. <br />On a motion by Dave Steinhauer to approve with a second by Todd Zeiger <br />Vote: 6-0 <br />COA 2010-1206B was approved with a unanimous vote. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: December 6, 2010 <br />Application Number: 2010-1206C <br />Property Location: Angela Street Bridge, Angela Boulevard and Riverside Drive Intersection Riverside <br />Trail extension to the crest of Riverside Drive Hill and along the eastern boarder of Brown Field Park. <br />Architectural Style/Date/Architect or Builder: Angela Bridge: Filled Spandrel Arch Bridge/1940/W.S. Moore <br />&F.J. Miller, Engineer/H.L. Maddocks Builder <br />Property Owner: City of South Bend (Streets) and St. Joseph County (Bridge #211) <br />Landmark or District Designation: Local Landmark (Bridge) Riverside Drive LHD (path to crest of hill and <br />reconfiguration of Riverside Drive to the west; addition of sidewalks in Brownfield Park) <br />Rating: Outstanding (Bridge), Local Historic District (Riverside Drive) <br />THE ANGELA BRIDGE: <br />DESCRIPTION OF STRUCTURE/ SITE: The Angela Bridge is a three Arch Melan Style Bridge constructed of <br />reinforced concrete, having two central pillars with corbelled string coursecones at pillar bases and plain spandrels. The <br />bridge construction method relied on bands of several metal arch rings aligned evenly with the protection of a concrete <br />shell. Rough faced cut stone comprises the facing of the structure. <br />ALTERATIONS: COA#2003-0616 allowed for the replacement of the original, deteriorated approach railings with <br />railings of identical shape size, dimensions and design as the existing except that for NHTSA standards new rails will <br />be 12" deep (wide) instead of 9", the piers will be 18" wide and the distance between elongated oval openings in the <br />rail will be 18" on center instead of 12" on center. Openings in both the approach and the guard rail shall be elongated <br />ovals as in existing rail. Conduit and wiring for restored historic lighting is permitted. <br />APPLICATION ITEMS: Roadway Improvements adjacent to District. <br />DESCRIPTION OF PROPOSED PROJECT: The city will be upgrading the lights on the Angela Street Bridge. <br />This work was approved by Historic Preservation in June 2003 under the permit application 2003-0616. The Certificate <br />of Appropriateness has been included in the information Package. (Exhibit A) The City of South Bend proposed to <br />install a total of eight lights on the Bridge: 2 at each end and 4 in the middle where the arches come together on <br />existing pillars. (Photos 1&2) The Main Street -A luminaires will be set upon 12 foot Leesburg straight fluted shafts. <br />(Exhibit B) <br />STANDARDS AND GUIDELINES: <br />Grout) B Standards: <br />A. Maintenance: The maintenance of any historical structure or site shall in no way involve any direct physical <br />change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper <br />maintenance of all structures or sites. <br />B. Treatment: Treatment shall be defined as any change of surface materials that will not alter the style or original <br />form. Such improvements include re -roofing, glazing or landscaping lawns and may involve a change that can <br />potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the <br />landmark or in its environment may require a Certificate of appropriateness if it significantly alters the appearance of <br />the landmark. Although these kinds of changes may not require a Building Permit a Certificate of Appropriateness <br />may be necessary. The Commission should review the proposed treatment for character and style consistency with the <br />original surfaces. <br />C. Renovation and Additions: Renovation is the modification of a structure which does not alter the general massing <br />while an addition is a change in mass. A modification which involves the removal of a part of the landmark should be <br />considered under demolition. <br />Additions to landmarks should not detract from the original form and unity of the landmark and should not cover <br />singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the <br />
