Historic Preservation Commission <br />President's Report —'May 18th, 2009 <br />04/27: Monroe School site investigation for projects pursuant to CoA #2008- <br />1106. John Arndt, Hebard & Hebard proposed anew window option following <br />the meeting in November 2008. Installation appears to be more difficult than <br />originally anticipated. As a result, the reveal (on the replacement option) may be <br />reduced. Removal of existing windows is an additional variable for installation of <br />new varieties. No,new examples were installed for assessment. Architects <br />selected a light brown extrusion to blend with existing brick and assimilated <br />limestone coating. However, it was agreed that a paint analysis of existing <br />window units would be a better attempt at historic accuracy than an arbitrary <br />color choice. The HPC is to provide the names of contractors that perform color <br />investigation. <br />• 05/01: Meeting with Mary Jesse (and joined by Amy Minnick) for an update on <br />the HPC brochure concept and for final comments on related portfolio materials. <br />• 05/06 9:00am: Meeting with Legal Representative Larry Meteiver to discuss <br />board Open Door Law considerations, the use of standing committees, <br />enforcement beyond the building dept $500 rule, and Fagade/Easement duty. <br />• 05/11 2:30pm: Meeting with Chuck Bulot of the South Bend & St. Joseph County, <br />Building Department. Inquired about the BD's ability to stop projects without <br />CofA approval. <br />o CLERICAL: New digital forms processing of building permits will also <br />"trip" for Historic properties in the City of South Bend. Will automate <br />call for CofA application whenever required. <br />o ADA Ramp restrictions/review exist only for commercial development <br />and Design/Review zones — not residential. <br />o REPORTING: BD will try to be more responsive to issues in LHDs. <br />Building Commissioner asking HPC to continue reporting observations. <br />o ENFORCEMENT: <br />■ BD Agents will more actively assess declared project costs if <br />suspect. Department in the process of developing rule of thumb <br />for identifying $500 project costs (i.e. "x" number of square in <br />roofing, "x" number of replacement windows, etc...). This should <br />prompt the application of building permits & CofAs when they <br />weren't previously pulled. <br />■ Stop Orders only issued under (3) conditions: <br />• Lack of Building Permit <br />• Code Violations <br />
