MINUTES OF A MEETING OF THE <br />HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & <br />ST. JOSEPH COUNTY <br />March 16, 2009 <br />13`" Floor Conference Room <br />County City Building <br />South Bend, IN 46601 <br />President Klusczinski called the meeting to order at 7:00 <br />Members Present: Timothy S. Klusczinski, Lynn Patrick, Todd Zeiger, Mary Jane Chase <br />and Linda Riley <br />Staff Present: Larry Meteiver, Attorney; Catherine Hostetler, Director; Amy Minnick, <br />Assistant Director <br />Members Absent: Jerry Niezgodski and David Sassano <br />Members of the Public: None <br />PUBLIC HEARING: <br />COA 2008-1030 for 611 EDGEWATER that has been continued from previous meetings <br />since November, 2008. President Klusczinski requested an update from the Director. <br />Catherine Hostetler stated that she had been in contact with the homeowner, Laura <br />Mallozzi, and with Peter Payne from the Housing Authority. Laura Mallozzi stated that <br />there had been people out to look at her house but that Peter had not received bids for the <br />removal of the lead based paint and paint application. Catherine Hostetler stated that she <br />did speak with Peter Payne on March 16. He stated that there had been no follow up from <br />Specialty Systems concerning a bid for this project or other projects in the past. In his <br />opinion it was a pricing issue; Specialty Systems didn't feel the South Bend Program had <br />enough funding for them for this type of project. She also added that she had given Mr. <br />Payne several names of painters from the HPC list. President Klusczinski noted that there <br />was no documentation from Mr. Payne to support this premise. He also noted that this <br />COA was continued to this meeting pursuant to the presentation of information concerning <br />painting and other remedies consistent with the Edgewater Guidelines. After a discussion <br />with Counsel and by the Commissioners, President Klusczinski asked for a motion. <br />On a motion by Todd Zeiger with a second by Linda Riley the Commissioners voted <br />unanimously to deny COA 2008-1030: Lynn Patrick because the COA does not conform <br />with the District Guidelines; President Klusczinski because it is not keeping with the <br />guidelines for the district, relevant information requested by the Commission had not been <br />provided so that he doe not have enough information; Mary Jane Chase because the <br />response by Ms. Mallozzi was not sufficient to agree with the guidelines and that nothing <br />further has been given; Linda Riley because of the lack of information requested; Todd <br />Zeiger because of the reasons stated: not in conformance with District Guidelines nor was <br />information submitted. <br />
