A discussion ensued on the specifics of this application and decision to staff <br />approve. An "emergency" situation for the petitioner was given as the reason for <br />the staff approval. Commissioner Riley lives across the street from the address in <br />question and reported that work had just began, meaning approximately 7-8 <br />weeks had lapsed between the receipt of the application and the start of work. <br />The Commission charged Commissioner Zeiger (Chair) and the Legal Affairs <br />Committee to review C of A policies with respect to staff authority and <br />emergency procedures. <br />4. AD Report -Distributed <br />5. Legal Counsel <br />Counsel discussed the matter of Cushing Manor on West Washington St. as it relates <br />to the fagade easement held on that property, property lines, and other zoning <br />matters. <br />Counsel distributed a draft of a letter to be signed by President Klusczinski opposing <br />the re -zoning of a site that abuts the West North Shore LHD. Commissioners <br />reviewed the content, and made no changes. Counsel will complete the <br />correspondence for President Klusczinski's signature. <br />D. COMMITTEE REPORTS <br />President's Report <br />There are two CLG Training opportunities in the works... (1) With Lynn <br />Patrick's assistance, I am helping to put together a presentation on Lead Abatement and <br />Safety that could take place during a regularly scheduled HPC meeting. The speaker will <br />be Becky Carpenter of the Indiana Dept. of Environmental Management. The goal will <br />be to make it preservation -friendly. More information as we work through the planning. <br />(2) Next, and largely with the Assistance of State Representative, Ryan Dvorak, I have <br />been in contact with Heather Willis Neal, Indiana State Public Access Counselor on Open <br />Door Law. The Counselor has agreed to make a presentation on Open Door Law for <br />this agency. I appreciate the efforts of all persons involved; especially the Counselor for <br />making a personal visit to this community. HLFI is helping to promote the event to other <br />local Commissions. I will extend invitations to other local government officials not <br />directly affiliated.with preservation. We are fortunate to have the help of the Public <br />Access Counselor. I intend to make the most of it. The presentation will likely be a <br />lunchtime event in late July. Two dates, the 20th and 27th are being considered. <br />(3) There will be a House Unveiling in the Chapin Park Historic District on Saturday, <br />June 27th at 8:00am. All are invited to attend. Lots of volunteers are needed. <br />(4) It was brought to my attention that the newly installed point -of -interest kiosks in <br />downtown South Bend do not promote the Chapin Park Historic District as having both a <br />National Register and Local district status. It seems that Chapin Park was left out. I <br />promised several individuals that I would look into this and ask for corrections. I <br />appreciate the staffs help. Chapin Park is passionately engaged in all aspects of <br />community preservation, local history and cultural heritage. It is important for the City to <br />take advantage of that benefit. <br />V.
