The <br />rise is not sufficient to require a hand rail. <br />STANDARDS ANT) GUIDELINES <br />Standards andguidelines most relevant to the application being considered appear in hold italics. <br />111. NEW CONSTRUCTION' <br />A. IIEIGIIT AND PROPORTION <br />Required <br />The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the <br />district. The building height shall be no greater than that of the tallest existing structure and no less than that of the <br />lowest existing structure of the same type in the same block, Facade proportions shall be established by permitting <br />no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings <br />shall he related in he{ght andproportion to the existing structure. <br />Reconiniended <br />Contentporarj� designs should he compatible in character and mood to the building or neighborhood. <br />B. BUILDING MATERIALS <br />Required <br />Exterior materials used oil a newstructure shall be compatible in scale, lecture and color with adjacent <br />structures. ilfaferiaLv used oil an addition to an existing structure shall relate to the exisdnq or original <br />materials of that structure. As much of the original structure as possible shall be rctained so that the <br />addition Could be removed without damage to the basic structure and appearance of the building. <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have small open porches at the main entrance. &oops and sinall patios also are in <br />ei,idence. Of those porches that have roofs, inan}, hmc either hip or gable roofs or are covered by the main roof <br />of the house. Columned porticos, porches with broken pediments or turrets, and other porch form,; characteristic of <br />the Period Revival styles are also found in the district. <br />STAFF REC01IMENDATION: <br />Staff recommends approval. The proposed addition is compliant vvith the standards and guidelines of the E. Wayne <br />historic district. Existing materials and motifs will be replicated. Moreover, only 4' of the new porch will be <br />visible from Jacob Street on the north west comer of the home. Of that 4', materials and details will be as required <br />above: everior materials used on a new structure shall be compatible in scale, favure and color with adjacent <br />structures. .1faterials used on all addition to an e-visting structure shall relate to the e-Visting or original <br />inaterials qj'that structure. <br />Staff also recorninends inclusion of manufacturers details on such features as doors and windows be included in the <br />final (possibly amended) version of C of A 2009-0601B as voted oil by the Commission, <br />
