HISTORIC PRESERVATION COMMISSION <br />OF <br />SOUTH BEND & ST. JOSEPH COUNTY <br />SPECIAL_ MEETING — 2010 BUDGET <br />JULY 10, 2009 <br />12:00 <br />125 S. Lafayette Blvd. — Conference Room <br />Commissioners Present: Timothy Klusczinski, Linda Riley, David Sassano, Lynn <br />Patrick, Todd Zeiger, and Jerry Niezgodski (late arrival) <br />Staff Present: Catherine D. Hostetler <br />The meeting was called to order at approximately 12:05 by President Klusczinski. <br />The purpose of the meeting was in response to County Council letter dated July <br />1St, 2009. The letter was a general request to all County departments asking for <br />2010 reductions over current budget allowances at 5,10,15 and 20 percent levels. <br />In arriving at county budgetary reductions, decisions are to be weighed against <br />the department's ability to satisfy both its legislative mandates and its secondary <br />functions. <br />The statutory obligations of the HPC are vast, extending anywhere from <br />community education initiatives, to COA processing, budget management, local <br />historic sites and structures inspection, identification and research and finally as <br />a local agent for National Register nominations., The HPC is required to <br />administer the "Historic Sites and Structures Survey" for both the county and the <br />city. Staff members perform all of the work mentioned. At the present time the <br />HPC staff compliment is a full-time Executive Director, a part-time Deputy <br />Director and a part-time contractor (Preservation Specialist). <br />Consensus of the Board and Executive Director was that initial reductions will be <br />proposed in various 20000 and 30000 accounts with the largest cut in the <br />contractual services category. That would comply with 5 and 10 percent <br />reductions. Beyond that, however, salaries and wages for remaining staff would <br />be affected. <br />The HPC (as a Certified Local Government) is the local agency charged with <br />environmental 106 Reviews — for projects that utilize federal or state funding and <br />
