B. BUILDING SITE, LANDSCAPING, AND ACCESSORIES <br />Required <br />Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the <br />properties' history and development shall be retained. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of a project to improve this highly visible and significantly <br />deteriorated feature of the corner of LWE and Arch Avenue. <br />There are elements of the proposed sign however, that are disharmonious with the character of the <br />neighborhood. The Victorianesque bracket at the top of the proposed sign does not reflect or <br />represent the most prevalent architectural designs of the neighborhood. The majority of homes in <br />this District are American Foursquare, Gabelled Ell, Craftsman, Prairie and Bungalow; all of <br />which display very linear design features with almost the complete absence of gingerbread or fret <br />work as this bracket suggests. As a reminder, the guidelines stipulate: <br />New plant materials, fencing, walkways, street lights, signs, and benches shall be compatible <br />with the character of the neighborhood in size, scale, material and color. <br />Additional staff comment is provided in a letter dated June 5, 2009 and addressed to Joel Klug, <br />St. Joseph County Area Plan Commission. (Provided in hard copy) <br />There was a discussion concerning the stylist elements and height of sign as well as the repair <br />or replacement of sign and the desire of the property owner to keep the "grandfathered <br />status" of the sign in front of the property zoned as multi -use. Inge Gladieux and Cyd <br />DeNardi Maravolo spoke against the change in the height of the sign which they perceived as <br />being reduced from 18 to 8 feet and that having a sign stating Historic Edgewater is <br />inappropriate in front of a rental property currently used as apartments and not as a business. <br />It was determined that the sign's height was actually being reduced to 18 feet. <br />On a motion by Todd Zeiger in the form of the simplified bracket that was presented by the <br />applicant with a second by Jerry Niezgodski the Commissioners voted 4-0 to approve COA <br />2009-0615. <br />Attest: <br />n <br />Secret <br />Y(::; 6 G `� <br />Date <br />
