MINUTES OF A MEETING OF THE <br />HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & <br />ST. JOSEPH COUNTY <br />February 23, 2009 <br />13'h Floor Conference Room <br />County City Building <br />South Bend, IN 46601 <br />President Klusczinski called the meeting to order at 7:00 <br />Members Present: Timothy S. Klusczinski, David Sassano, Lynn Patrick, Jerry Niezgodski <br />and Linda Riley I <br />Staff Present: Larry Meteiver, Attorney; Catherine Hostetler, Director; Amy Minnick, <br />Assistant Director <br />Members Absent: Todd Zeiger and Mary Jane Chase <br />Members of the Public: Peter Payne and Stan Molenda <br />PUBLIC HEARING: <br />Certificate of Appropriateness 2008-1030 <br />At the request of President Klusczinski, Director Hostetler reviewed the details of COA <br />#2008-1030 for 611 Edgewater in Edgewater Place LHD. Peter Payne of the Lead Hazard <br />Grant Program for the South Bend Housing Authority represented the owner, Laura <br />Mallozzi. Peter restated the reasons for the vinyl replacement windows and siding <br />application noting that vinyl siding was considered a permanent solution, i.e. would last at <br />least 20 years. David Sassano inquired as to why bids for complete paint removal to the bare <br />wood and re -painting the house were not considered since it would remove the lead <br />completely. Peter responded that he would be willing to check the HUD requirements and <br />ask for bids for a complete removal of the paint and the re -painting of the house; but <br />expressed reservations about the permanence of a paint job that in his opinion would only <br />last 5-10 years. A discussion concerning the exact treatment of the windows ensued during <br />which Mr. Payne said that the replacement windows would be inserted into the current <br />frames and that doing so would change the look and size of the window openings. David <br />Sassano suggested either replacing the sashes with wooden sashes or stripping the sashes and <br />repainting them. Mr. Payne said that he would cost that out as well to see if the applications <br />recommended by the Commissioners fell within his grant guidelines, which also includes <br />work on the interior of the house. <br />On a motion by jetty Niezgodski to continue COA# 2008-1030 with a second by Linda <br />Riley the Commissioners vote unanimously to table the COA until the next meeting. <br />
