Original doors, windows and hardware shall not be discarded when they can be restored and reused in <br />place. New window and door openings which would alter the scale and proportion of the building shall not <br />be introduced. Inappropriate new window and door features, such as aluminum Insulating glass <br />combinations that require removal of the original windows and doors, shall not be installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would <br />detract from the existing character or appearance of the building. <br />STAFF RECOMMENDATION. Preservation Specialist, Wayne Doolittle met on-site with the <br />homeowner and Scott Kopinski of American Window. Wayne could only observe the windows from the <br />exterior of the home and is of the opinion that the windows could be fixed and with the addition of better <br />storm windows(Wayne's estimate was about $100.00 per storm window), be energy efficient. Scott <br />Kopinski asserts that the cost of restoration would be almost the same as the cost for replacement <br />windows. <br />The 1985 survey card notes that the windows on the house were double hung 1l1. Currently there are <br />several different styles and muntin patterns of wood windows in this house and perhaps the surveyor was <br />looking at storm windows rather than the windows themselves. When the survey card was written the <br />front porch was screened in so it is highly probable that the current windows on the front are the original <br />one-third 313 lights over two-thirds 2 single lights. The four 12 pane windows also appear to be original to <br />the house. The rest of the 1l1 double hung windows are probably original and the dormer windows <br />certainly are original. The basement windows are replacement windows approved by the Commission in <br />2000. Staff recommends approval of replacing the replacement basement windows and the jalousie <br />window with a double hung 111 window. The standards for Riverside Drive state that the windows can <br />not be discarded if they can be restored in place. <br />
