DESCRIPTION OF PROPOSED PROJECT: Construct an 17,500 square foot <br />addition that will abut the south elevation of the 1942 classroom addition and the east <br />elevation of the 1959 addition. This addition will replicate the design elements of the <br />original 1930 school in color and modern materials. Remove all of the steel sash <br />windows in the main and second levels and replace with either Wausau Heritage Series, <br />Traco 590 Series, Graham 7600 Series or Moduline Renaissance 32E Series. The <br />replacement windows will replicate muntin pattern and look of original windows. The <br />leaded glass diamond pane windows in the gables and tower will be removed and <br />replaced with replicas featuring the original carving pattern. If an original window <br />caming pattern was removed it will be restored. The original slate roof system will be <br />removed down to the concrete decking and given a new support system for the <br />installation of a synthetic material resembling slate manufactured by either DaVinci, <br />EcoStar or Inspire. This will be installed on all roofs except the flat roofs. Remove <br />original wood doors and replace with aluminum replicas. Restore and repair brick and <br />limestone -like surfaces; recoat limestone -like surfaces with a natural limestone colored <br />coating. Create a new visitor parking lot in front of tower entrance. The new parking lot <br />will be surfaced with asphalt. Some of the copper downspouts and gutters will be restored <br />and copper flashings replaced. Locations are not clear. Some gutter and downspouts will <br />be replaced by aluminum. Locations are not clear. Replace sidewalks with new. Remove <br />original stairs to tower entry and replace with ramps leading to new visitor parking lot. <br />Create drives into and out of parking lot and remove all trees and shrubbery in the front, <br />lawn and tree lawn of the school. New trees and shrubbery will be planted per Sheet L- <br />10. The limestone walled courtyard in the front of the school will be repaired and <br />refurbished. The small stone court yard with iron gates at the east elevation will be <br />retained and used for the placement of mechanical systems. The current south parking lot <br />will be changed into play ground areas. <br />STANDARDS AND GUIDELINES: Group B. Standards. Reading was waived by <br />President Klusczinski. <br />STAFF RECOMMENDATION: Staff recommends approval of the repairs to the building <br />and sidewalks, exterior concrete ramps and the removal and replacement of the trees and <br />shrubbery. It recommends approval of the new addition. Staff will not make a <br />recommendation concerning the roof or windows since it was only presented with <br />information for one roof manufacturer and for two window manufacturers. Staff cannot <br />make a determination on the parking area since some renderings show 15 orl6 spaces and <br />other drawings show 13 spaces. <br />John Arndt of Hebard and Hebard led the Power Point presentation of the <br />proposed new addition and exterior changes to Monroe School. Ken and Richard <br />Hebard also answered the questions raised by the Commissioners. Ken Hebard <br />clarified that the proposed parking lot in the front of the school totaled 15 spaces <br />and included 2 for handicapped. <br />President Klusczinski then declared that the chair would entertain a motion to <br />approve Application 2008-1106 for 312 E. Donmoyer with the following <br />contingencies: that the color palette for the slate, windows, the aluminum <br />including flashing and other masonry coatings as well as the front parking <br />surface and the tree location to that front fagade be subject to consideration by <br />n <br />
