10 STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: June 3, 2008 Application Number: 2008-0512 Property Location: 510 Lindsey Property Owner: City of South Bend Landmark or District Designation: Chapin Park LHD Rating: non contributing STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This American Foursquare was built in 1903. Clifford and Esther Snell were the first residents of this house. Clifford was a bookkeeper for an oil company. The Snell family resided there until 1932. APPLICATION ITEMS: The City of South Bend plans to make selective repairs to the property at 510 Lindsey as part of the Dollar House Program. The City is requesting permission to do the following: 1. Replace all windows with Kolbe and Kolbe'wood sash kit replacement windows. 2. Remove the concrete steps/porch on the west side of the property, which was previously used as the entrance to the second floor apartment. (See Attachment B for photo of porch) 3. Remove wrought iron railing and posts from the front porch and replace with railing and posts in a style similar to surrounding architecture. (See attachment B for example) 4. Remove existing aluminum siding and install LP Brand smooth "Smart Siding" that will match the reveal of the original siding. (See Attachment B for example of Smart Siding") 5. Repair crack in northeast corner of foundation by tuck -pointing. STANDARDS AND GUIDELINES: I. The Environment B. Building Site, Landscaping & Accessories Recommended: New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance.... II Existing Structures A. Building Materials Original exterior building materials in the district include brick, stucco, clapboard, wood shingles and brick or stone masonry. In some instances vinyl, composite and aluminum siding have been applied over the original material Required: Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be presented though repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair.... Recommended: Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible aluminum, vinyl or composite siding may be used. When used over wood surfaces, the siding should be the same size and style as the original wood. Every effort should be made to retain original trim around windows, doors, cornices, gables, eaves and other architectural features.... C. Windows and Doors: Required: Original windows and doors shall be retained including sashes, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Prohibited: Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New windows and door openings, which would alter the scale and proportion of the building may not be introduced.
