STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 4, 2008 <br />Application Number: 2008-0521 <br />Property Location: 713 W. La Salle <br />Property Owner: Naomi Cassier <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The Neitzel House was built in 1884 <br />and re-classified as Free Classic in the 2005 City of South Bend Survey. _ It is a 2 storey clapboard <br />residence with an irregular plan. It has a decorated cornice and the attic storey is of wood shingles. It was <br />built by Barnhard Neitzel, a South Bend carpenter. The residence is a good example of what a carpenter. <br />could do with pattern books of architectural styles which were available to the public at that time. <br />APPLICATION ITEMS: House has lead base paint. Cover house with cement board, replace gutters, fascia <br />and frieze board. Replace three windows per attached (Exhibit A). This is a HUD project. The intention of <br />the cement board is to replicate the structure of the home. Also the ornateness of the house will remain the <br />same. Also°please read letter from homeowner (Exhibit B) <br />LOCAL LANDMARK STANDARDS: Group B Standards <br />A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical <br />change except for general cleaning and upkeep of the landmark. The Commission shall encourage the proper <br />maintenance of all structures or sites. <br />C. Renovation and Additions 2. Material Additions and improvements involving any new material in the <br />landmark should be of the same materials the original. It should be the same size and texture. An <br />alternative material may be allowed if it duplicates the original b. siding materials—The Commission <br />discourages the covering or alteration of original materials with additional siding. Structures already <br />sided with incompatible materials should be returned to a siding similar to the original when renovation is <br />considered. <br />RECOMMENDATION: This is a proposed HUD Lead Abatement Program project in which the entire <br />house is required to be encapsulated. The HUD Lead Abatement Program does not allow for a partial covering <br />of the house. Therefore staff cannot recommend approval since the cement board cannot replicate all of the <br />architectural features (Exhibit C) and trims that are on this building. With regard to the windows the <br />applicant did not realize that Window World's proposal was for all of the windows so only the three appeared <br />on the COA application. The proposal is to replace all of the windows in the house with vinyl replacement <br />windows and wrap the sills and casings as part of the HUD lead abatement project. The Staff does not <br />recommend approval. The windows are in very good condition and do not need to be replaced. The only <br />reason for this COA is so that the applicant can avail themselves of HUD grant money instead of painting the <br />house. <br />
