o Rear <br />o Side <br />o Rooftop (vertical living spaces) <br />o Dormers <br />• Moral: Through creative and sympathetic design solutions, the <br />sum of the parts can become greater than the whole! <br />07/12 — Adopting and Using Demolition by Neglect Ordinances <br />■ Demo by Neglect is destruction by the gradual deterioration through failure to perform maintenance. <br />It may be caused by accidental or intentional behavior. <br />■ It is difficult to control Demolition by Neglect without first developing a Local Ordinance. Effective <br />legislation (local ordinance) will: <br />• Establish Criteria and include the Authority to Act <br />• Satisfy due process requirements within notice and procedure <br />• Provides relief strategies for economic hardship . <br />• Outlines an Appeals procedure <br />• Sets forth manner of enforcement; including orders, citations, and <br />timeframes for problem corrections <br />• Establishes preservation authority role in city demolition decisions <br />Other Tools (Carrots and Sticks) <br />Incentives: low cost loans, tax incentives, grants in exchange for conservation easements, etc... <br />• Penalties, fines and levies <br />• Eminent Domain/Receivership: Acquisition, Restoration, and Active Reuse. President Klusczinski requested a motion to give authority to staff to' immediately refer the <br />anticipated Monroe School C of A to the Standards and Maintenance Committee. This action will <br />expedite the C of A process for this work, already significantly delayed and should indicate the <br />HPC's interest in cooperating with all parties involved. Director Hostetler was also asked to offer to <br />meet and consult with said parties in advance of the anticipated C of A filing to determine if the HPC <br />can be of any assistance in that process. That suggestion lead Commissioner Zeiger to inquire how C <br />of A's are worked out and planned. A brief discussion was had on the merits of having a preliminary, <br />non-binding approval process to assist with the planning of both large and small projects. Such a <br />process, though adding an additional review step, would also provide guidance and feedback to <br />property owners and their architects/contractors before too much money or labor had been expended. <br />Moved: Chase Second: Zeiger <br />To refer Monroe School C of A Approved: 5-0 <br />to Standards and Maintenance Cmte <br />immediately upon receipt. <br />20 <br />
