MINUTES OF A MEETING OF THE <br />HISTORIC PRESERVATION COMMISSION <br />OF SOUTH BEND & SAINT JOSEPH COUNTY <br />JUIZ 21, 2008 <br />13 Floor Conference Room <br />County – City Building, South Bend, Indiana <br />Members Present: Linda Riley, Tim Klusczinski, Todd Zeiger, Lynn Patrick, Mary Jane Chase <br />Staff Present: Amy Herdman, Larry Meteiver, Catherine Hostetler <br />Absent: Jerry Ujdak, David Sassano <br />Also Present: M. Patricia Hackett, Timothy Lykowski, Frederick Helmen, Stan Kubica, Philip Mata, Mike Pfeil, Jerry <br />Niezgodski, Neal Nowak <br />CALL TO ORDER, ROLL CALL: President Tim Klusczinski called to order at 7:02 pm. Quorum was duly <br />established. Linda Riley arrived after roll call, and was acknowledged. <br />I. PUBLIC HEARING <br />Application Number: 2008-0606 <br />Property Location: 631 LWT and 625 LWE <br />Property Owner: Verl Sheets and Eve M. Pierce as Trustee of Eva M. Pierce <br />Rev. Trust <br />Landmark or District Designation: Edgewater <br />Rating: Non-contributing and a vacant lot <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The house was built in 1900 by George F. <br />Geyer who owned it until his death in 1930 when it was inherited by Mattie Geyer Gardner. The Geyer family <br />—had been using the house as a rental since 1921. Dean Gardner, Mattie's, husband, sold the house in 1948 to <br />harlotte Jacobs. It was the Jacobs family who constructed the commercial addition on the front of the house <br />round 1955 <br />APPLICATION ITEMS: Install wood fence for property security and appearance. The front being at the set <br />back of 621 LWE. (Exhibit A) <br />EDGEWATER PLACE STANDARDS AND GUIDELINES: I. THE ENVIORNMENT B. Building site, <br />Landscaping and Accessories: Recommended: New site work should be based upon actual knowledge of the past <br />appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate <br />to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to <br />the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited: No <br />changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings <br />and other site elements before evaluating their importance to the property's history and development. Front yard <br />areas shall not be transformed into parking lots not paved nor blacktopped. Fronts yard areas shall not be fenced, <br />with the exception of properties along Lincoln Way, which may be fenced, but not with enclosed stockade -type <br />fencing. <br />RECOMMENDATION: The fence will be wood stockade fencing along the rear and side of the property and <br />chain link across the front and other side of the property to match current fencing applications. Staff recommends <br />approval. (Exhibit B.) <br />Petitioner not present at the meeting. <br />Klusczinski: In that case, Chair will move ahead. Chair recognizes any Commissioners with <br />discussion of the project. Unfortunately, we won't have the testimony of the petitioner here to <br />answer any questions but we can certainly consider anything here before we move to public <br />hearing.
