b. Features that are relevant to district style and development will also be indicated (i.e. <br />precedents and trends). <br />c. Social history will be removed from reports. Description of property will focus <br />upon architectural and site elements. <br />i. Exceptions for social relevance may include situations where the house was listed <br />because of its association with a noted individual or when that individual made <br />changes to the property. <br />4. "Application Items" quote the actual COA Application (which is attached as a copy). <br />5. "Description of Project:" This is where staff should summarize the proposed work in sufficient detail <br />to allow a full understanding by Commission members. Additional information can be included after <br />staff has met with the applicant. <br />6. "Staff Recommendation" should detail when the staff met with applicant, what was discussed at <br />that meeting, additional site /property findings. It should also include the specific recommendation <br />including proposed amendments for the Commission to consider requesting to make the COA comply <br />(during public hearing applicants would still be asked if they agreed to such amendments). <br />a. A signature block will be included so that the Commission knows which staff person <br />completed the staff report. <br />7. A hardcopy report will document final inspection. <br />• 7/28 — Investigated asphalt street patch at Lower Lamonte Terrace. Informed, by copy (Dir. Public Works) <br />that the street department will redress the fissure using approved district repair methods and brick pavers. <br />I was also informed about a newly built bench accessory at 857 Forest Avenue. Details were forwarded to staff. <br />• 07/30 —Attended the Preserve America Information Session, presented by Amy Herdman (Dickinson <br />Conference Room Main Library South Bend). Representatives from County and City government agencies <br />were invited to this overview of the Preserve America Community designation and the grant opportunities <br />available. Well done. Amy encouraged the collaboration of local government agencies. The HPC could act as point. <br />• 8/05 — Attend Monroe School Construction Update (Hebard & Hebard Offices). Saw preliminary design <br />plans for Monroe Primary. Short discussion on fagade development, the design of the new addition, roof materials <br />and windows. <br />• 8/09 — Volunteer at the West Washington Historic District Yard Sale; Monitor the sale of County and <br />City Survey Books and "Preservation Nuts" and Public Relations.
