DESCRIPTION OF STRUCTURE/ SITE: The two storey William Sherburne House was built in 1892 <br />with an irregular floor plan . It has a brick foundations and chimney. The walls are wood clapboard with <br />corner boards. Two gables have fish -scale and un- coursed square shingles applications. The roof is a cross <br />gable with wide rakeboards and covered with asphalt shingles. There is a flat second storey rood over the rear <br />wing. The house has a small corner porch on the south side of the center gable with knee braces at the corners <br />and one turned support; the roof of the porch is an extension of the center gable rood. The windows are 1/1 <br />double hung with moulded entablatures and exterior shutters. There is a similar entablature over the wood <br />front door with three full length lights. There is a large shade tree on the south side and a hip roof two stall <br />garage at the rear of the house; one stall has original doors the other a modern single door. <br />ALTERATIONS: The front porch was removed in 1949. Replacement concrete porch steps and floor. <br />The shutters appear to be of recent vintage. <br />APPLICATION ITEMS: Install new wood fence around the house and garage per diagram (Exhibit A) and <br />design (Exhibit B). Wood fence at rear and side of house 6 feet high from back left of house to rear (flush <br />with garage); 4 feet high from garage side down the right side of property line, with a 4 foot high access from <br />side fence to side porch. 2. Plant a tree, preferably a flowering crabapple tree, in the south (right) side of the <br />front yard. Owners are willing to accept Commission's guidance on recommendation of tree variety. <br />DESCRIPTION OF PROPOSED PROJECT: Refer to Exhibit A. Facing the house at 844 Forest: there <br />would be a 6 foot fence section at the rear left of the house which would connect to a section of 6 foot fencing <br />along the property line on the left side of the house which would continue down the property line and then <br />angle off to the right to avoid a large tree before continuing along the rear property line to connect to the <br />garage. There would be a gate (See Exhibit B) in the fence at angle to the tree to allow for access to the alley. <br />On the right side of the garage the owner proposes to install a new 4 foot gate at the concrete walk between <br />the garage and the new four foot fence along about 56 feet of the right property line and connect to the right <br />side of the house (Exhibit C) with another section of 4 foot fencing with a gate. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK: <br />I. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local Historic District is a particularly fine residential area located close to <br />downtown South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is <br />meant to protect and guide appropriate maintenance of the common areas of the district (i.e. <br />visual landscape and streetscapes). <br />Required <br />Brick streets contribute greatly to the character of the neighborhood. These streets have always <br />been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, <br />horse hitches and monuments) should contribute as much as possible to their architectural, historic <br />and residential character. <br />Retention and maintenance of existing brick streets in the district is required. Repair work to fill <br />voids and gaps must utilize brick paver materials and acceptable installation methods whenever <br />applicable. When utility work dictates the removal of street sections (pavers), the original <br />materials will be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, <br />fillers and similar materials shall not be used. <br />All original streetlights shall be maintained, especially the George Cutter "Park View" streetlights <br />designed by the Cutter Company for this neighborhood. Present efforts by the Neighborhood <br />Association and the Historic Preservation Commission to restore "Park View" streetlights to the <br />district shall continue. Any change in lighting must receive approval of the Historic Preservation <br />Commission. <br />New or different fencing requires a C of A and shall reflect the style and character of the individual <br />property and the surrounding environment and properties. <br />n <br />
