STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 9, 2007 <br />Application Number: 2007-08060 <br />Property Location: 730 Leland <br />Property Owner: NNN <br />Landmark or District Designation: Chapin Park LHD <br />Rating: non contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: Formerly 706 Leland, this Queen Anne <br />house was built by 1894 probably for John Beyrer and his wife Flora. Mr. Beyrer was a contractor and <br />gravel roofer for Ford Roofing Co and later established his own successful firm. John Beyrer and Sons <br />Roofing Company roofed many of the Studebaker and Oliver plant buildings by 1922. <br />APPLICATION ITEMS; 1. The existing windows have been previously replaced. The NNN will <br />remove the existing windows and replace them with a Kolbe and Kolbe wood replacement window. 2. A <br />number of additions to the structure will be removed in order to return the property back to its original <br />footprints. This includes the removal of an addition of an enclosed stairway of the south side of the <br />structure, the removal of the rear entrance, including addition and stairway on the north side of the <br />structure and the removal of the addition to the wall on the west of the southeast porch, return to the <br />original house wall. (See Attachment C.) After the additions are removed, the structure's roof line will be <br />returned to the original roof line. 3. All existing roofing materials will be removed and a new 30 year <br />architectural grade shingle will be applied. 4. The existing front porch will be removed including <br />foundation. The porch will be replaced with a wood, tongue and grove flooring, bead board ceiling, <br />columns and spindles similar to existing neighborhood housing stock. 5. The existing aluminum siding <br />will be removed. The siding will be replaced with a smooth cement fiber product to match lap, width and <br />texture of the original siding. 6. The existing gutter will be removed and a new gutter system will be <br />installed to match the renovations. <br />STANDARDS AND GUIDELINES:, II Existing Structures A. Building Materials <br />Original exterior building materials in the district include brick, stucco, clapboard, wood shingles and <br />brick or stone masonry. In some instances vinyl, composite and aluminum siding have been applied over <br />the original material -- - - - <br />Required: Original exterior building materials shall be retained when possible. Deterioration of wood <br />materials shall be presented though repair, cleaning and painting. The existing architectural detail around <br />windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when <br />deteriorated beyond repair.... <br />Recommended: Whenever possible, the original building materials should be restored. When <br />maintaining or repairing original siding is not feasible aluminum, vinyl or composite siding may be used. <br />When used over wood surfaces, the siding should be the same size and style as the original wood. Every <br />effort should be made to retain original trim around windows, doors, cornices, gables, eaves and other <br />architectural features.... <br />B.Roofs and Roofing: Recommended: The original shape and materials of the roof should be restored. <br />Roof covering which is deteriorated beyond repair should be replaced with new material that matches as <br />closely as possible the original in composition, size, shape, color and texture.
