PUBLIC HEARING *Note: C of A application number 2007-0716, scheduled to be heard at this meeting, was withdrawn by the petitioner via email. Application Number: 2007-0719 Property Location: 1228 E. Wayne Street North Property Owner: Colleen and Martin Inglesby Landmark or District Designation: E. Wayne Street LHD Rating: Contributing STATEMENT OF SIGNIFICANCEAUSTORIC CONTEXT: This Colonial Revival residence was built in 1927 for Roy W. and Luella Kilmer. Mr. Kilmer was a paneler at Studebaker. The house is believed to have remained in the Kilmer family until 1966 when it was sold to John J. and Margaret Loughlin, a teacher at Adams High School. It is currently owned by Colleen and Martin Inglesby. APPLICATION ITEM: Remove'Crab Apple Tree in front yard. Tree blocks view of home, blocks sunlight to other landscape features. Landscape Company suggested removal to preserve other trees/bushes/lawns. Also to remove front bushes to be replaced with more appropriately sized landscape. Will use recommendations from Historic Guide Book STANDARDS AND GUIDELINES: I The Environment, B. Building Site, Landscaping and Accessories: Required: Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties history and development shall be retained. Dominant land contours shall be retained... Recommended: New Site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawing and newspapers. New site work should be appropriate to the existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Appendix B Landscape Assessment Summary is attached for reference. STAFF RECOMMENDATION: Staff recommends approval. The crab apple tree is interfering with the landscaping in the lawn and the view of the house from the street. The old overgrown, front bushes will be replaced with more appropriate bushes. Klusczinski: Thank you very much, is the petitioner present? Care to make a presentation? Inglesby: Sure.
