PUBLIC HEARING <br />*Note: C of A application number 2007-0716, scheduled to be heard at this meeting, was withdrawn by <br />the petitioner via email. <br />Application Number: 2007-0719 <br />Property Location: 1228 E. Wayne Street North <br />Property Owner: Colleen and Martin Inglesby <br />Landmark or District Designation: E. Wayne Street LHD <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCEAUSTORIC CONTEXT: This Colonial Revival residence was built <br />in 1927 for Roy W. and Luella Kilmer. Mr. Kilmer was a paneler at Studebaker. The house is believed to <br />have remained in the Kilmer family until 1966 when it was sold to John J. and Margaret Loughlin, a teacher <br />at Adams High School. It is currently owned by Colleen and Martin Inglesby. <br />APPLICATION ITEM: Remove'Crab Apple Tree in front yard. Tree blocks view of home, blocks <br />sunlight to other landscape features. Landscape Company suggested removal to preserve other <br />trees/bushes/lawns. Also to remove front bushes to be replaced with more appropriately sized landscape. <br />Will use recommendations from Historic Guide Book <br />STANDARDS AND GUIDELINES: I The Environment, B. Building Site, Landscaping and <br />Accessories: Required: Major landscaping items, fencing, walkways, private yard lights, signs (house <br />numbers) and benches which reflect the properties history and development shall be retained. Dominant land <br />contours shall be retained... Recommended: New Site work should be based upon actual knowledge of the <br />past appearance of the property found in photographs, drawing and newspapers. New site work should be <br />appropriate to the existing surrounding site elements in scale, type and appearance. Plant materials and trees <br />in close proximity to the building that are causing deterioration to the building's historic fabric should be <br />removed. However, trees and plant materials that must be removed should be immediately replaced by <br />suitable flora. Appendix B Landscape Assessment Summary is attached for reference. <br />STAFF RECOMMENDATION: Staff recommends approval. The crab apple tree is interfering with the <br />landscaping in the lawn and the view of the house from the street. The old overgrown, front bushes will be <br />replaced with more appropriate bushes. <br />Klusczinski: Thank you very much, is the petitioner present?
