Joann Sporleder: I would like what you just said to be part of the record that the School <br />Corporation offered no substantiation for the allegations listed in the letter. <br />President Klusczinski: I have a question for Counsel. Does this mean that the current process to <br />landmark Marquette is now in jeopardy because of a preemptive plan by the South Bend Community <br />School Corporation enacted this evening? <br />Cheryl Greene: Well, at this point, you are, you have not yet submitted a landmark; you have not <br />approved a landmark status on this property. Their actions have taken place prior to yours, what they've <br />expressed, I believe, in this Resolution is intent to proceed to renovate that particular building. There is <br />nothing definitively that you have before you at this point based upon my reading here that tells you what <br />their exact plan is. So, again they have just expressed intent. So whether their intent is preemptive of your <br />action, I think it's kind of... <br />President Klusczinski: So it is general enough to permit full demolition and reconstruction, but it might <br />be tempered enough just to suggest rehabilitation. <br />Cheryl Greene It...from the Resolution again before the Board which is really a statement by the <br />Board opposing your action, your intended action, what they state specifically, and I quote they are " <br />contemplating construction efforts to replace the present datedfacility... with a structure that will better <br />meet the current and future educational... demands of its students. " So again, you don't have anything <br />definitive before you just have a statement of intent to replace the existing structure. It doesn't say <br />whether it is replacing it in whole or in part again it does it appears that part of their objection is to <br />seeking approval through HPCfor any approval as to demolition or remodeling as would be required <br />should the building be landmarked. <br />President Klusczinski: I see. Thank you. Does anyone else have comments? <br />Todd Zeiger: I have one comment I guess, just following upon what you just described. I was at the <br />School Board meeting this evening and my understanding of their discussion, and I guess when you pull <br />their minutes was that the decision was to move forward with the bonding, But the decision was not <br />about whether or not... they did not specifically say whether they were going to build new or renovate. <br />As a matter of fact one of their Board members was specifically was talking about that, and the others <br />reflected that they could move forward with this bonding and that the decisions would be made later with <br />regards to the plans or specifications. Their motion tonight to move forward and give the Superintendent <br />the opportunity to work with the architects on development of the plans. So I would say that it is fully <br />within our right to move forward with the landmarking to help guide those decisions that would be made <br />in the development of those new plans. I think that actually it is rather pro-active to help before money is <br />spent in new construction documents. I have been through that building on at least two occasions with <br />architects and the School Boards own study by Hebard and Hebard indicate that this building is <br />structurally sound. It is historically important as a PWA structure and is imminently ripe for <br />rehabilitation. So I think that I would encourage the Commission to move forward. <br />President Klusczinski: The next step in this process now that the second reading is near completion is <br />that we would I guess that we would send this to Common Council. <br />Cheryl Greene: Yes, and the Common Council adopts the landmark status by way of an <br />Ordinance and then that requires a first, second and third reading and includes an additional public <br />hearing at that time incidental to that Ordinance. <br />President Klusczinski: Chair would entertain a motion... <br />Joann Sporleder: Can I say one more thing? <br />President Klusczinski: Sure. <br />Joann Sporleder: I would like to say that even in this document, the School Corporation has <br />indicated that on more than one occasion the School Corporation and HPC have cooperated with very <br />successful outcomes. And I see no reason why the same couldn't be true with Marquette School. <br />President Klusczinski: Thank you, Joann. Chair would entertain a motion to send landmark designation <br />request as Ordinance to the Common Council of South Bend. <br />Martha Choitz: I so move. <br />Joann Sporleder: I'll second it. <br />President Klusczinski: Any discussion?
