HISTORIC PRESERVATION COMMISSION'S <br />RECOMMENDATION TO DESIGNATE MARQUETTE PRIMARY <br />CENTER A LOCAL HISTORIC LANDMARK. <br />WHEREAS, the Board of School trustees (the "Board") of the South Bend Community School <br />Corporation (the "Corporation") has been notified that the South Bend and St. Joseph County Historic <br />Preservation Commission (the "HPC") desires to designate Marquette Primary Center located at 1905 <br />College Drive ("Marquette"), in the City of South Bend as a local historic landmark; and <br />WHEREAS, the Board is contemplating construction efforts to replace the present dated facility on the <br />Marquette site with a structure that will better meet the current and future educational programmatic <br />demands of its students; and <br />WHEREAS, the Corporation's primary purpose is the education of its students and designating <br />Marquette as a local historic landmark will only hinder this purpose through increased costs and <br />inefficiencies; and <br />WHEREAS, the historic landmark designation will require that any demolition to portions of the <br />building and/or remodeling be in concert with the architectural design and nature of Marquette, causing <br />additional cost to the Corporation; and <br />WHEREAS, the Indiana Department of Education provides standards for renovation and remodeling that <br />must be met; and <br />WHEREAS, three other school buildings of the Corporation built during the same period as Marquette <br />have been designated as local historic landmarks, which means the students, the Corporation and the <br />community at large will not be benefited or served by Marquette being designated as a local historic <br />landmark; and, <br />WHEREAS, designating Marquette as a local historic landmark will only reduce the administrative and <br />financial resources available for the education of its students by limiting the Corporation's ability to . <br />respond quickly and cost effectively to the facility and maintenance needs of the students at Marquette, <br />and <br />WHEREAS, meeting the challenges faced in maintaining an historic building is not an effective use of <br />the Corporation's limited administrative and financial resources; and . <br />WHEREAS, the Board wishes to maintain control over the design and configuration of Marquette, rather <br />than seeking that from the HPC; and <br />WHEREAS, designating Marquette a local historic landmark will only increase the difficulty of the <br />Corporation's efforts to meet the programmatic needs of its students, will limit the efficiency of space <br />utilization, and will increase the complexity of the Corporations renovation and remodeling efforts; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SCHOOL TRUSTEES OF THE <br />SOUTH BEND COMMUNITY SCHOOL CORPORATION AS FOLLOWS: <br />1. The Board hereby opposes the HPC's recommendation to designate Marquette as a local <br />historic landmark. <br />2. This Resolution shall be in full force and effect after its adoption by the Board. <br />ADOPTED this 21 day of May, 2007. <br />It is signed Marcia. Hummel, Dawn M.
