When replacement of utility poles or power supply lines is necessary, consideration <br />should be given to underground conduits or utility poles erected along rear property lines... B. BUILDING <br />SITE, LANDSCAPING AND ACCESSORIES, REQUIRED: ... Structures such as ... fixed garden <br />furniture, trellises and other similar structures shall be compatible to the historic character of the site and the <br />neighborhood and inconspicuous when viewed from a public walkway. PROHIBITED: The installation of <br />unsightly devices such as television reception dashers and solar collectors shall not be permitted in areas <br />where they can be viewed from the public thoroughfare. APPENDIX B Landscape Assessment Summary. <br />Please see attached. <br />III. RECOMMENDATION: Although this is a relocation of a cabinet in the public right of way to another <br />location in the public right of way that does not obstruct the view of traffic in the street from the LaPierre's <br />driveway, Staff does not recommend approval. The Communications and Utility Companies need to develop <br />ways of installing their equipment so that it does not interfere with the ambiance of a neighborhood. This <br />type of utilitarian apparatus should be located in alleyways or in the rear of resident's property and not along <br />the thoroughfare as is stated in the East Wayne Street Standards. However, Staff understands that the <br />LaPierres, City Engineering and AT&T prefer the proposed location. <br />Hostetler: And I have a letter from the LaPierre's. <br />Klusczinski: I have a brief question Catherine, where did this C of A originate from, the property <br />owners? <br />Hostetler: It originated from AT & T, because it's not actually going on the LaPierre's property, but it's <br />going on the right of way in front of their property, a location on the other side of their driveway. <br />Klusczinski: Ok. <br />Hostetler: And then I have a letter here from the LaPierre's: 'To Whom it May Concern, Concerning the <br />AT&T communications equipment presented locally in the parkway adjacent to my home, I wish the <br />following actions to be taken: 1. move the communications boxes, cable storage and cement pad from the <br />south side to the north side of our driveway at 228 S. Sunnyside, and restore the south parkway to its <br />condition prior to installation of this equipment. The size of the replacement equipment should be smaller <br />as indicated on the diagram 2/2, copy attached. Paint the control boxes dark brown to make the <br />installation less obtrusive. Place appropriate shrubbery to camouflage the equipment. Reimburse LS <br />LaPierre for sprinkler system repair that I have already incurred. Reimburse LS LaPierre for any <br />sprinkler expense that may be incurred after the equipment has been moved to the north location'. And <br />it's signed Lou S. LaPierre. <br />Klusczinski: Is there a representative from AT & T here? Please state your name and address for the <br />record. <br />Wright: Lue Ann Wright, 307 South Main. <br />Klusczinski: And you're....? <br />Wright: An engineer with AT&T. I'm the one that gets to clean this up. We met out there at the property <br />with the LaPierre's, with the fathers of Holy Cross, and this is where we found a spot that everybody <br />agreed on. I had tried to get an easement on the other side, the east side of the sidewalk, they wouldn't <br />go for it. I tried to get part of it where the bushes are to get it off of the throughway, but this is the only <br />site that everyone agreed. So, that's why we've picked where we've picked. I don't' have any problem <br />with everything that Mr. LaPierre wants, as we've already discussed that. We are going to put a smaller <br />box than the existing box that's there now, in my thing it shows the dimensions. We're willing to do what <br />we have to do, so ...
