Zeiger: So the vapor issues are significant and are a concern. I also have a concern you're
putting, how are you going to install the vinyl, you're going to have strips going up on the outside
to hold the vinyl?.
DePalma: Strips.
Zeiger: And you're going to nail the strips to the asphalt siding that's...
DePalma: In my thought, that would be a little much, it brings the siding out even further from
the...
Zeiger: So you're proposing nailing the vinyl right to the asphalt siding.
DePalma: Yes, it hugs up to it pretty nice.
Zeiger: Ok, Ijust wanted a clarification.
Patrick: Mmm-hmm.
Zeiger: I don't have any other questions.
Patrick: I'd like somebody to make a motion on this if there's no other questions about this and
no member of the public to speak for or against? Counselor has a comment.
Peterson: Just be clear on the motion that you're asking for. There have been various proposals
set forth, so, whoever submits the motion please be specific as to what you're asking for.
Patrick: Thank you. I'd like either Todd or Tim to make the motion, because it requires
tremendous specificity.
Zeiger: I move that we deny Certificate of Appropriateness 2006-1122 as it does not follow the
guidelines as set forth by the district.
Klusczinski: Second.
Patrick: All in favor that we deny...
Zeiger: We should do a roll call because...
Peterson: Yes, you need to do a roll call.
Patrick: Yes, lets do a roll call, sorry. We'll start with you, Tim.
Klusczinski: Because the petitioner exhibited an openness to honor alternate wishes from this
Commission body for the property, and it does seem that it's appropriate to at least remove some
of the asphalt siding and see what's there and if we need to honor a C of A at a later time to
amend whatever is missing on some of the additions. I think that's the right way to go.
Approving this C of A as is would forgo that opportunity.
Patrick: Mary Jane?
Chase: I would deny because the statement of the work to proceed-siding, painting windows,
soffit, facia, is not exactly what we've talked about. We've talked about covering windows, so
we're talking about doing something that isn't written. And, I think that a lot more work has
been done already and not getting the proper paperwork done after being in the business for this
many years is sort of inexcusable.
Zeiger: My purpose for denial is simply that the guidelines talk about and require that the
original building materials should be restored, and only covered when that's the only alternative.
I believe that the clapboards underneath all of this are in good shape, that's been my experience
with these sort of houses, the clapboards are usually in good shape, and I think that we need to
explore that before we approve vinyl siding in this district.
Patrick: I, Lynn Patrick, move to deny, on the basis that the description of the proposed work
doesn't match what they're actually talking about, and because its not in compliance with the
standards of the neighborhood, it sounds to me as if this house is very sound, and I agree that
they have not explored other options, and Ilookforward to a revised Certificate of
Appropriateness on this.
Riley: I vote to deny the application. I would like to see whatever is on the side of the house
removed to see what's underneath.
Choitz: I vote to deny because I don't believe that enough is known about the layers of siding
that's been put on and not enough attention has been brought to it. Beyond that, I'm very
concerned with having someone with some proper knowledge of window treatment on the outside
of the house, as you being that, make sure that its appropriate to that style of house. What I've
seen here, isn't satisfactory at all and we've got people on the staff here that can give you a lot of
help for what would be the right surrounds for those windows, and it would make a vast
10
