CALL TO ORDER, ROLL CALL: Lynn Patrick called the meeting to order at 7:34pm <br />H. PUBLIC HEARING <br />A. CERTIFICATES OF APPROPRIATENESS <br />1. 1216 E Wayne North, CofA # 2006-0908 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Colonial Revival home <br />was designed by H.R. Stapp and built by Whitcomb and Keller in 1925 and sold to Alta and <br />Cornelius Morris. Kurt and Tessye Simon purchased the home in 1948 and resided there until <br />1990. Mr. Simon was the president of Simon Brothers, now Clark Foods. The current owners <br />are Elizabeth and Mark Adey. <br />APPLICATION ITEMS: To install a privacy fence along their rear property line. <br />Guidelines: I The Environment, B. Building Site. Landscaaing and Accessories <br />Reouired:... Structures such as gazebos ... new walls... trellises and other similar structures shall be <br />compatible to the historic character of the site and the neighborhood and inconspicuous when <br />viewed from a public walkway. Recommended: New site work should be appropriate to the <br />existing surrounding site elements in scale, type and appearance.... <br />RECOMMENDATION: Staff recommends approval. The fence will provide for a more <br />formal and finished appearance to the backyard's landscaping than its current exposure to the <br />neighbors' garages and unkempt backyards. The style complements the architectural style of the <br />house <br />Catherine Hostetler circulated photographs provided by the homeowner. <br />The Chair recognized the homeowner, Elizabeth Adey to speak, and asked the homeowner to <br />limit her remarks to five minutes or fewer. <br />LP: Do you have any additional comments? <br />EA: No, all that I want is a privacy fence, as our neighbors tend to throw their yard waste behind <br />their garages, which is my backyard. Rather than cause a neighborhood disturbance, as my <br />husband wanted to drag it back into their yard, but I would not let him. I'd like to clean it up. <br />TK: Could the homeowner please state her name and address for the record? <br />EA: Elizabeth Adey, 1216 E Wayne Street North. <br />LP: Thank you. The chair will now recognize commissioners with questions. <br />MJC: Are there any other fences in the neighborhood. <br />EA: My neighbor to the east has a chain link fence, but that's the only fence. We don't like the <br />look of that fence so we've planted a certain variety of arbor vitae. <br />LP: Any other questions? <br />JS: Is this picture... <br />EA: I can't see which one you have. <br />
