CALL TO ORDER, ROLL CALL: Lynn Patrick called the meeting to order at 7:35 pm. <br />II. PUBLIC HEARING <br />A. CERTIFICATES OF APPROPRIATENESS <br />1.2006-0418: 865 Forest Avenue <br />The Chair recognized Catherine Hostetler to read the Staff Report. <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This is the Francis and Mary Hatch <br />house. It is a circa 1903 Free Classic Queen Anne designed by W.W. Schneider. Francis once worked <br />for the South Bend Tribune as a reporter and later as an editor. APPLICATION ITEMS: Modify kitchen <br />windows facing driveway; decrease vertical dimension of window by raising sill approximately 14" <br />CHAPIN PARK GUIDELINES: C. Windows and Doors. Required. Original windows and doors shall <br />be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. <br />When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended. If new sashes or doors are installed, the existing or original materials, design and <br />hardware should be used. Prohibited. New window and door openings which would alter the scale' and <br />proportion of the building may. not be introduced. RECOMMENDATION Windows are elements of <br />preservation within the Chapin Park local historic district and this house has many large double -hung and <br />fixed multi -pane windows. As this application proposes a change in the dimensions of two original <br />windows and the reduction of glass to wall proportions, staff does not recommend approval. . <br />The owner was not present as he lives in Washington State. The Chair asked if anyone else was present <br />to represent this C of A. Seeing none, the Chair opened the floor to the public. Seeing none who wanted <br />to speak, the Chair closed the public portion of the hearing and recognized Commissioners with <br />questions. Joann Sporleder asked if the house is currently occupied. It is not. She also asked if we are in <br />communication with the owner. Catherine answered that she spoken to the owner on May 11 and <br />verbally gave him notice of the meeting date, location and time. Wayne had also met with him before <br />May I 1 to discuss his plans. The Chair closed this portion of the meeting and entertained a motion. <br />Martha Choitz: I move that Certificate of Appropriateness 2006-0418, 865 Forest Avenue, the window <br />shortening, be denied. Timothy Klusczinski seconded the motion. <br />Joann Sporleder: I am in favor of the denial as the proposal in the application does not follow the . . <br />guidelines for the district. <br />Mary Jane Chase: I am voting to deny the application as changes to historic structures often hurt the <br />resale value of the property. <br />
