MINUTES OF A MEETING OF THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & SAINT JOSEPH COUNTY May I5, 2006 4`h Floor Council Chambers County — City Building, South Bend, Indiana Members Present: Lynn Patrick [President], Todd Zeiger [Vice -President], Mary Jane Chase [Secretary], Timothy Klusczinski [Treasurer], Catherine Hostetler, Martha Choitz, Jerry Ujdak, Joann Sporleder Staff Present: Catherine Hostetler [Director], Julie Schutte [Assistant Director], Shawn Peterson [Counsel] Others Present: Douglas Turnock, Torn Price, Jason Durr, Brendan Crumlish, Nina Porter, Dennis Moody, Kelly Leddy, Dominic Biscuso I. CALL TO ORDER, ROLL CALL: Lynn Patrick called the meeting to order at 7:35 pm. II. PUBLIC HEARING A. CERTIFICATES OF APPROPRIATENESS 1.2006-0418: 865 Forest Avenue The Chair recognized Catherine Hostetler to read the Staff Report. STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This is the Francis and Mary Hatch house. It is a circa 1903 Free Classic Queen Anne designed by W.W. Schneider. Francis once worked for the South Bend Tribune as a reporter and later as an editor. APPLICATION ITEMS: Modify kitchen windows facing driveway; decrease vertical dimension of window by raising sill approximately 14" CHAPIN PARK GUIDELINES: C. Windows and Doors. Required. Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. Prohibited. New window and door openings which would alter the scale' and proportion of the building may. not be introduced. RECOMMENDATION Windows are elements of preservation within the Chapin Park local historic district and this house has many large double -hung and fixed multi -pane windows. As this application proposes a change in the dimensions of two original windows and the reduction of glass to wall proportions, staff does not recommend approval. . The owner was not present as he lives in Washington State. The Chair asked if anyone else was present to represent this C of A. Seeing none, the Chair opened the floor to the public. Seeing none who wanted to speak, the Chair closed the public portion of the hearing and recognized Commissioners with questions. Joann Sporleder asked if the house is currently occupied. It is not. She also asked if we are in communication with the owner. Catherine answered that she spoken to the owner on May 11 and verbally gave him notice of the meeting date, location and time. Wayne had also met with him before May I 1 to discuss his plans. The Chair closed this portion of the meeting and entertained a motion. Martha Choitz: I move that Certificate of Appropriateness 2006-0418, 865 Forest Avenue, the window shortening, be denied. Timothy Klusczinski seconded the motion. Joann Sporleder: I am in favor of the denial as the proposal in the application does not follow the . . guidelines for the district. Mary Jane Chase: I am voting to deny the application as changes to historic structures often hurt the resale value of the property.
