CALL TO ORDER, ROLL CALL: Lynn Patrick called the meeting to order at 7:30 pm. <br />II. PUBLIC HEARING <br />Lynn asked Shawn Peterson, Legal Counsel, to Chair the Certificate of Appropriateness portion of the <br />meeting. <br />A. CERTIFICATES OF APPROPRIATENESS <br />1. 2006-0104:1325 East Wayne Street South <br />Shawn Peterson: The homeowner, Roland Kelly, is present. I'd like to recognize the staff to present <br />their staff report. <br />Catherine Hostetler read the staff report as follows. This 1926 Colonial Revival home was designed <br />by H.R. Stapp for Whitcomb and Keller for Myra G. and Elmer A. Higgins. Mr. Higgins was the first <br />Christian Science teacher in South Bend. The home was purchased by Merrice and Roland Kelly in <br />1969. At the time of the 1986 survey, it was noted that there was an aluminum -sided one-story <br />gabled read addition to the house with a shed roof entrance. Application items: Mr. Kelly wishes to <br />extend the one-story rear addition on his home to accommodate a full bathroom and bedroom. He <br />also wishes to reconstruct the current deck to attach to the rear of the new addition. The new addition <br />will match the exterior and will not remove any original feature of the house. The new windows will <br />match the windows on the house which would be wooden Pella windows. Standards for East Wayne <br />Street: III> New Construction A. Height and proportion: Required: Additions to existing buildings <br />shall be related in height and proportion to the existing structure. B. Building Materials: Required: <br />Materials used on an addition to an existing structure shall relate so that the addition could be <br />removed without damage to the basic structure and appearance of the building. Recommendation: <br />Staff recommends approval of the addition and deck as they are in proportion to the existing house, <br />will match the exterior materials and do not infringe upon the original 1926 structure. <br />Shawn Peterson: The Chair now recognizes Mr. Roland Kelly. <br />23 January 2006 HIPC Meeting Minutes [Corrected Version] <br />
