CALL TO ORDER, ROLL CALL: President Lynn Patrick called the meeting to order at 7:35pm. <br />11. PUBLIC HEARING <br />A. CERTIFICATES OF APPROPRIATENESS <br />1. 710 Park Avenue C of A# 2006-1108-A <br />Local Landmark, designated by Ordinance #6461-1978 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Eclectic Italianate was built for Mary <br />Chapin Anderson and Andrew Anderson between 1875 and 1877. Four generations of the Anderson- <br />DuShane family lived in this house until 1962. <br />APPLICATION ITEMS: Replacement of four windows in dining room with Marvin insulated glass (that <br />can be upgraded to Low E II/Argon gas) windows. The windows will be wooden double hung inserts, <br />aluminum clad for the sashes and wood for the sills. The daylight openings for the proposed sashes are: width <br />30 518" versus 31 1/4" in the original and height 37 3/8" versus 39" in the original. <br />Standards and Guidelines for Chapin Park: II Existing Structures, C Windows and Doors: Please see <br />attached pages 74 and .75 of the Chapin Park Standards and Guidelines for the verbatim Standards concerning <br />windows. <br />GROUP B LANDMARK STANDARDS B. Treatment: Treatment shall be defined as any change of <br />surface materials that will not alter the style or original form. Such improvements include reproofing, <br />glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of the landmark. A treatment change of any surface whether on the landmark or in its environment <br />may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. <br />Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be <br />necessary. The commission should review the proposed treatment for character and style consistency with the <br />original surfaces. <br />RECOMMENDATION: Professor Enderle proposes to remove the four sashes in the bay window area of <br />his dining room and replace the sashes with aluminum clad wooden sashes and wooden sills with Marvin <br />Clad Ultimate Insert Double Hung, Head Jamb, Checkrail with Beveled Frame version installed in the <br />existing frames and on top of the existing sills. (See illustration on page 19.9 of the Marvin insert which <br />shows both the sashes and the sill as aluminum clad). The Marvin Clad Ultimate Insert window framing <br />will be individually custom fit into each of the four irregular window openings in the bay window area. <br />Staff does not recommend approval because the Chapin Park Standards and Guidelines require that original <br />windows and doors shall be retained including sashes lintels, sills, shutters, decorative glass, pediments, <br />hoods and hardware. When deteriorated beyond repair, they shall be replace with units and trim resembling <br />the original. And the Chapin Park guidelines prohibit discarding original windows when they can be restored <br />
