STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 5, 2005 <br />Application Number: 2005-1005 <br />Property Location: Leeper Park East, National Register Landscape Landmark <br />Property Owner: Northern Indiana Center for History <br />Landmark or District Designation: Navarre Cabin Honorary Local Landmark, Contributing <br />Resource within the Leeper Park National Register Landscape Landmark <br />Rating: 0113 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT,: The Cabin was constructed c. 1830 by <br />pioneer Pierre F. Navarre, the first white settler in South Bend. This is South Bend's first house. <br />APPLICATION ITEMS : Foundation Rehabilitation: Install appropriate stone pier foundation on spread <br />footings. Log Replacement or Rehab: Replace logs as needed with hand hewn logs to match existing log <br />surfaces and end notching; from the top gable end log to the roof deck horizontal lap siding will be fabricated <br />and installed to fill the gables. Chinking: Chinking will be replaced throughout the structure. The daubing <br />formula and material specifications must be reviewed and approved by the state historical architect and must <br />match color and texture of existing chinking. Window and Door Replacement: These are contemporary <br />introductions and not historically accurate. The windows will be replaced with appropriate 6 light double <br />hung sashes through mortise and tennon with trunnels. The window near the chimney will be replace by a six <br />light sash, through mortise and tennon with trunnels and should be hinged or on slide tracks. The door will be <br />replaced with a board and batten door with strap hinges and box lock. All openings will be re -trimmed. Roof <br />Replacement: Complete tear off and re roof with triple lap, hand split oak shakes. All deteriorated rafters <br />and roof deck elements will be removed and replace. <br />The Chimney will be removed. The concrete curb around the foundations will be removed and the <br />landscape will be graded for proper drainage. <br />RECOMMENDATION: Staff recommends approval. <br />
