C
59 General Definitions (p.11)
60 A. Preservation (p.11) Defined in these guidelines as the act
61 or process of applying measures to maintain or restore
62 the form, integrity and materials of a building,
63 structure or site in its existing or original condition.
64 It can include stabilization work, restoration or
65 rehabilitation work, ongoing maintenance and/or
66 prevention of demolition.
67 B. Preservation Guidelines (p.11) An outline of requirements and
68 recommendations, which are used as guides in the determination of
69 appropriateness of proposed work within an Historic District. The
70 Historic Preservation Commission has established three
71 sets of guidelines - Restoration, Rehabilitation, and
72 Conservation. Each Local Historic District selects one
73 of these at the time of implementation. This selection
74 is based on the quality and integrity of the architecture
75 of the district, and upon the goals of the neighborhood
76 organization. Note: The Guidelines and Standards for the
77 Chapin Park Local Historic District follow category (b2)
78 Rehabilitation.
79 (bl) Restoration (ENCOURAGED) (p.11)
80 Maintaining the original or unimpaired character of the district as it was
81 at the time of construction.
82 Any restoration done must return the structure to its original state.
83 Authenticity of a restoration would require the removal of incompatible
84 exterior elements and the replacement of all damaged or deteriorated
85 elements with replicas of the same design and materials.
86 New construction shall conform to the guidelines and standards for
87 defined elements of preservation regarding height, proportion and
88 building materials.
89 A Certificate of Appropriateness (CoA) applicant shall be responsible for
90 documenting the authenticity of the proposed work to the satisfaction of
91 the commission.
9
