1 Guidelines and Standards for Preservation & <br />2 Development; Chapin Park Historic District <br />3 Legal Status <br />4 The Chapin Park Local Historic District was established by Ordinance <br />5 No. , which was enacted by the Common Council of the City of <br />6 South Bend on March 14, 2005. <br />7 With the creation of this historic district, the Chapin Park Neighborhood <br />8 Association and the Historic Districts Committee of the Historic Preservation <br />9 Commission cooperatively developed guidelines and standards for the <br />10 administration of the district. <br />11 These guidelines and standards are modeled after those of other local historic <br />12 districts and were amended by the Chapin Park Local Historic District <br />13 Standards Committee March through May 2005 to respond to the specific <br />14 conditions of the Chapin Park context. <br />15 These guidelines and standards are formally reviewed every five years (after <br />16 the initial second year review) by a committee of volunteers from the Chapin <br />17 Park Neighborhood. <br />18 It is the decision-making process of the Historic Preservation Commission <br />19 that is ultimately binding. The guidelines and standards, in and of <br />20 themselves, are not. Rather, this information is intended to convey the <br />21 philosophy, rationale and methods employed by the HPC when considering <br />22 proposed changes. Any exceptions beyond the limits of this text are <br />23 considered on a case-by-case basis. Please contact the HPC to discuss <br />24 these situations. <br />25 The Chapin Park Neighborhood and the Local Historic District Project Goal <br />26 <br />The Chapin Park Neighborhood has a long history as a place where <br />27 <br />communal action and a spirit of care -taking prevail. In the 1970s neighborly <br />28 <br />action saved our remaining brick streets and historic street lamps. Large <br />29 <br />numbers of homeowners have invested time and energy in the careful <br />30 <br />restoration of their homes and the preservation of our mature tree canopy. <br />31 <br />Our history of community spirit and interest in preservation provided the <br />32 <br />impetus for the designation of Local Historic District Status. <br />33 <br />The intent of the Local Historic District Guidelines and Standards is to <br />34 <br />impress upon property owners their responsibility to the community.
