[Delete "Please contact"] "The Historic Preservation Commission may be contacted to
further discuss... rationale, [add comma] and methods of preservation."
Q: Why is there the line "Residents of Chapin Park,"? Is this going to include residents
of the district? Is that necessary? Everyone in the district will fall under these rules and
regulations, but not everyone agrees with everything in this document.
General Definitions
(A) — add comma before "and" in a series.
(B) - ditto
(b 1) — ditto
(b2) — "... of the district [delete comma] and, [add comma] whenever possible, [add
comma] and if so desired by owner, [words added] returning it to its original condition."
"... all such materials [delete comma] which are incompatible..."
(C)
II. -- add comma before "and" in a series.
III. New Construction
C. — Change "&" to "and"
(C) GUIDELINE COMPONENTS
"Should" is defined as an expression of obligation..." This was NOT the original
sense of the document. "Should" is a suggestion, not an obligation. An obligation is
binding. "Compromise" means that the homeowner must concede something. See
next page's chart, where "Should" is defined as "Recommended," not as an
"obligation."
This is very important to homeowners in the district. We must be clear on what we
will have to do, as opposed to what we will be encouraged to do. Also, we must be
clear on what "encourage" or "suggest" or "should" are. Undue pressure from an
overseer/liaison or one neighbor or to another could create an unpleasant atmosphere.
CHART: (Rehabilitation Guidelines): What is the meaning of the "Miscellaneous"
category?
CHAPIN PARK LOCAL HISTORIC DISTRICT GUIDELINES
I. THE ENVIRONMENT
A. THE DISTRICT ENVIRONMENT
"This section is meant to protect and guide appropriate maintenance..."
How does one "protect... maintenance?" Needs a rewrite.
