JOHN OXIAN: If you follow the C of A then we have to have the fence taken down. If <br />we leave the fence there then I think we are going to have to justify why we are leaving it <br />there. Otherwise we are going to be going against what we passed in the C of A. So by <br />the July meeting we should obtain an official report from the inspector with the help of <br />the staff to justify either leaving or removing the fence and the reasons why; because, we <br />may have to take formal action on this. <br />LYNN PATRICK: When this C of A was granted it was with the stipulation that when <br />they sold or moved they would restore the fence to its original location. It was moved <br />forward a foot or so and a different fence was put in. This was to enable a spot for their <br />dogs. Since that time the property has gone into foreclosure and I believe there was a <br />bankruptcy that was filed. The couple has moved out and their lease purchase probably <br />terminated. We in the neighborhood are very concerned that if we have someone new <br />buy this house and the first thing that they're greeted with is the recommendation that <br />they have got to move that fence then it's going to give a very negative impression of <br />both the neighborhood and HPC in general. I have spoken to other neighbors near by and <br />no one takes issue with this fence on my street. I look at this fence everyday and it is not <br />historic; but, I do not fmd it that obnoxious either. I really don't have a problem with it. <br />It is painted a nice color. I would also like a report on this. The next people that move <br />there could decide that they don't want a fence at all and if they wanted to take it down I <br />wouldn't have a problem with that either. I would be happy to look at a report on this <br />since nobody's pushing us either way right now and the house is still for sale. I think my <br />esteemed commissioner's suggestion that we have a staff report is a good one. Even after <br />we get the staff report on this, I am still going to move that we just let the fence stand. <br />We're going to table this until the next meeting when we will have a staff report. Any <br />commissioner who hasn't been by to see this remarkable fence I encourage them to do so. <br />Chapin Park LHD Standards and Guidelines <br />JULIE SCHUTTE: No action needs to be taken. I believe it was all resolved at the last <br />special commission meeting. Julie Schutte also gave Diane Wrobel-Illes a brief verbal <br />update on what has been happening. She said that essentially the commission approved <br />the existing definitions that are basically included in all of the guidelines and approved <br />those changes which the neighborhood recommended that pertain to the district. <br />Maintain and repair brick streets with appropriate materials - brick pavers not asphalt <br />patches or others. Also they clarified tree plantings and few other issues. <br />JOHN OXIAN: We made a motion to put into the Preservation Plan a letter that Martha <br />had received from Frank Gilbert. <br />LYNN PATRICK: We also accepted a new preface which was drafted based on their <br />revision of the original preface. It was agreed that our next move would be to produce a <br />final draft which would then be available at three different locations for people to look at <br />prior to printing. <br />V. NEW BUSINESS <br />Mini Fair August 27 on LaSalle Street <br />Lynn Patrick stated that she had talked to Bob Yapp earlier and advised him not to come <br />to the meeting because it was going to be a brief meeting and they were not going to have <br />enough commission members there for a quorum. He will make his presentation at the <br />next commission meeting instead. No further action was taken on this matter. <br />N <br />
