STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 01/12/04 <br />Application Number: 2004-1229 <br />Property Location: Dragoon Trail & Downey Street <br />Property Owner: Penn Township Trustee, Michael Hayes <br />Landmark or District Designation: Local Landmark <br />Rating: Eutzler-Hollingshead Cemetery, Significant <br />APPLICATION ITEMS: <br />Professional cemetery restoration by DNR approved restorer, John Walters. Cemetery and headstones <br />will be documented before and after the work. Detached headstones will be matched with the proper <br />bases, cleaned, and properly reattached. <br />PRESERVATION STANDARDS <br />G. [Building] Site and Landscaping. <br />1. Required. Major landscaping items..., which reflect the property's history and development shall <br />be retained. <br />2. Recommended. New site work should be based upon actual knowledge of the past appearance of <br />the property... <br />3. Prohibited. No changes may be made to the appearance of the site by removing major landscaping <br />items... before evaluating their importance to the property's history and development. <br />RECOMMENDATION <br />The proposal seeks to restore the proper historic placement of the headstones and monuments for as much <br />as 70 % of the cemetery. As many of the headstones are lying in "patio" formation, this conscious effort <br />to properly restore the headstones to the correct position would certainly improve the cemetery and return <br />it to its proper configuration. <br />Though specific details regarding the techniques used to reattach the headstones have not been included, it <br />seems this restoration project will properly document the restoration's procedures and would follow <br />proper restoration techniques. <br />Staff happily recommends approval of Application No. 2004-1229, the restoration of the Eutzler- <br />Hollingshead Cemetery at Dragoon Trail and Downey Street in Penn Township. <br />
