r. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: December 9, 2005 <br />Application Number: 2005-1202 <br />Property Location: 1112 East Wayne Street <br />Property Owner: John Sitter and Kate Ravin <br />Landmark or District Designation: East Wayne Street LHD <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This 1926 Renaissance Revival style home <br />was designed by H.R. Stapp and constructed by Whitcomb & Keller for Edmund Slick and his first wife, <br />Minnie. Mr. Slick was the owner of Slick's Engraving Company and was the president of Slick's Dry <br />Cleaning Company. John Sitter and Kate Ravin have lived there since July 2004. <br />APPLICATION ITEMS: The owners propose to remove deteriorating, existing enclosed back porch <br />constructed in the late 1940s or early 1950s out of eight storm doors, siding and topped with a shed roof. The <br />new construction will be in the exact footprint of the existing enclosure but constructed using a frame <br />construction to allow for year around use. The existing floor, upper framing and roof would be retained but the <br />series of screen doors will be replaced with lapboard siding from the ground to about three feet and new vinyl <br />windows would replace the upper portion. <br />Standards for East Wayne Street: II Existing Construction, D. Entrances, Porches and Steps: <br />Required: Porches and additions reflecting later architectural styles and which are important to the building's <br />historical integrity shall be retained. III New Construction B. Building Materials: Required: Exterior <br />materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. <br />Materials used on an addition to an existing structure shall relate to the existing or original materials of that <br />structure. As much of the original structure as possible shall be retained so that the addition could be removed <br />with damage to the basic structure and appearance of the building. <br />RECOMMENDATION: Staff recommends approval of the new enclosed back porch to replace this make- <br />shift construction, which is not original to the house. It will enhance the appearance of the house from the rear <br />and it will be in keeping with the scale of the house as well as with the materials used through out this <br />neighborhood. <br />
