93 Palais Royal that showed the placement of the marquee, the sign for the Palace of Sweets, and the <br />94 large roof-top sign. He discussed in length the reasons for the sign — to bring in more business to <br />95 the Palais Royal, and for enhanced visibility of venue above the Vine Restaurant — the location of <br />96 the sign on the South facade. <br />97 Several commission members again reminded Mr. Andres that a sign had never histoncaiiy <br />98 been placed in the chosen location and that the sign did not refer to the Rococoesque architecture <br />99 and glitz of the Palais Royal. <br />100 <br />101 JOHN OXIAN: I moved to advise for an identifying sign on the south side of the building near the <br />102 entrance with final approval given by the Indiana State Architectural Historian. <br />103 <br />104 LYNN PATRICK: Seconds the motion and it passes. Martha Choitz opposed. [6-1] <br />105 <br />106 JOHN OXIAN: I would like to make a motion that we move the yard light item to hearing of <br />107 visitors to enable Toy Villa to make a presentation. <br />108 <br />109 MARTHA CHOITZ: Seconds the motion and it passes unanimously. <br />110 <br />111 TOY VILLA from the City Engineering Department made a presentation on the City's Yard Light <br />112 Project. According to Toy, the project split the cost of the lamppost between the city and the <br />113 homeowner 50/50. The owner would pay the electric bill and the cost of maintenance. <br />114 The lamps are about five feet tall, and there are three choices from which to choose. The <br />115 purpose of the project is to increase security in South Bend's neighborhoods, provide uniform <br />116 lighting, and to possibly remove streetlights. <br />117 <br />118 John Oxian mentioned that liaisons from historic districts are concerned that this program would <br />119 cause the removal of streetlights from the district, or in the least not promote the installation of <br />120 streetlights where streetlights are needed. West North Shore is a district where the entire north <br />121 side of the street is not lit. John mentioned the liaisons from the districts should be involved in this <br />122 policy decision before the commission determines how it would proceed on a possible blanket C of <br />123 A. <br />124 <br />125 III.
