Hammond -Nash, Director <br />Per your request, I am sending information about local landmark designation procedures. <br />To initiate the designation process, a building, site, or structure must first be nominated. A <br />nomination may be brought forward by a member of the public, the Landmark Committee of the <br />Historic Preservation Commission, or by the Commission as a whole. <br />The Landmark Committee of HPC and HPC staff then resurvey the property and draft a re- <br />port of on the property's special historic, architectural, and educational value to the South Bend <br />community. The Committee and staff determine the building's historic connection and value to the <br />development of South Bend or to a person or persons of historic significance, its embodiment of ar- <br />chitectural craft and design, its educational value, and suitability for preservation. At a public hear- <br />ing, the Commission could then accept the report and vote on whether or not to proceed with a rec- <br />ommendation for landmark designation. <br />Tied to landmark designation are preservation standards. These standards are tools to pro- <br />tect the character defining features of a building and its site. These features together constitute the <br />building's individual style, embody the building's purpose, and the ideals of the designer or the cli- <br />ent, influence the surrounding civic environment, and the value of a property. <br />To ensure that the character defining features are maintained, the Commission has a review <br />process for the exterior of buildings and their sites, and releases Certificates of Appropriateness (C <br />of As) permits for approved projects. I have enclosed a copy of the standards and the permit proce- <br />dures. Often, owners of prospective landmark buildings review these standards and consent to their <br />application before the designation process continues. <br />The landmark nomination then proceeds through the public hearing process. HPC holds a <br />first and second reading on landmark designation.
