STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 05/10/04 <br />Application Number: 2004-0510 - 1 <br />Property Location: Arthur Fredrickson House; 702 W Colfax Avenue <br />Property Owner: Cindy and Terry Lewis <br />Landmark or District Designation: Local Landmark, West Washington National Register District <br />Rating: Outstanding/ 13 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT, <br />The 1892 Arthur Fredrickson House, as many of you know, stood at 233 N Lafayette Blvd adjacent to the <br />Fredrickson Candy store and office building. In October 1987, several interested parties worked to move the <br />house to its current location. In 1988, the Landmark ordinance was amended to protect the house on its <br />current lot. <br />The Fredrickson house is an outstanding Queen Anne residence with stick style influence. Character defining <br />features are: the irregular plan, multiple porches with exquisite details, multiple surface textures with fish - <br />scale shingles, clapboard siding, brackets, and latticework trim boards, the turret, and a plethora of windows. <br />The house now stands in the residential West Washington neighborhood. A large parking pad covers most of <br />the lot, as the house was once owned by the Family Learning Center. A stockade privacy fence lines the rear <br />of the property. The Lewis' presently own the building and hope to turn it into a bed and breakfast. <br />APPLICATION ITEMS: <br />A.) Construct 2 -stall garage in rear of the lot, wood frame, 10/12 pitch, and lapboard siding with fish, <br />scales, sash windows. <br />B.) Remove concrete walk between driveway and apartment's parking lot. <br />C.) Remove portions of parking pad and driveway to expand gardens and grass. <br />D.) Extend fence along side of yard adjacent to apartment building. <br />RECOMMENDATION <br />Garage: The Lewis' propose to construct a 2 -stall garage 24' by 26' in dimension rather than a 3 -stall <br />garage as shown in the plans. The two -stall garage would better reflect the proportions of the house than <br />the 3 -stall garage. The garage would be located behind the house, between the two drains located in the <br />photos. The garage will not attach to the house, and the garage doors will face east. The garage would be <br />wood frame construction with a 10 to 12 pitch to match the pitch of the main roof of the house. <br />The proposal for the garage also includes: double -hung windows, cement board siding, 2 aluminum <br />garage doors with three lights in each door, fish scale siding, and a solid panel door. The drawings depict <br />6 over 6 double hung windows <br />Staff finds that the garage addition follows Landmark IStandards for Renovations and Additions. It <br />will not detract from the original form and unity of the landmark, and will not cover singular architectural <br />features. The location -of the garage behind the house will minimize its affect on the unity of the site and <br />the view of the landmark from Colfax Avenue. <br />
