JOANN SPORLEDER: Seconds the motion and it passes unanimously.
2. 2004-0501-2; 830 N. Michigan Street, North Pumping Station in
Leeper Park; install 9' black vinyl chain link gate.
JULIE SCHUTTE: Read attached staff report.
John Oxian spoke on behalf South Bend Water Works. John Oxian informed commission members
about the type of gate the North Pumping Station was considering installing, the location of the gate,
and the reasons for its installation. The commission members discussed the standards that refer to
Leeper Park possible negative impacts to the park's views and vistas that such a gate would disturb.
JOANN SPORLEDER: I move that we accept application 2004-0501-2 for a gate, not chain link, and
one that is architecturally suited to the North Pumping Station.
CATHERINE HOSTETLER: Seconds the motion and passes. John Oxian abstains.
Joann Sporleder amends her earlier motion to include that the Commission will review possible gates
for final approval at next month's meeting.
GERALD UJDAK: Seconds the motion and it passes. John Oxian abstains.
3. 2004-0507; Monroe School, 312 E. Donmoyer Avenue, South
Bend; clean masonry walls and seal; clean stone wall, repoint
masonry joints, paint limestone, replace bricks and damaged
limestone.
JULIE SCHUTTE: (See staff report attached to C of A and enclosed school drawings in meeting
packet).
LYNN PATRICK: If 300 psi is the maximum pressure for washing the masonry, then what would be
the actual psi used to wash the masonry?
GEORGE WEBER: (An architect with Forum Architects, LLC). I was just looking through our
specifications for the last time we did this project and I don't actually see a range that we had given for
high-pressure washing. If I remember correctly it was done more with a brush last time than with a
high-pressure washer. So, I would anticipate that the majority of the masonry would be done more
with the brush. I don't see a problem with using the natural fiber brushes that the staff recommended.
Unfortunately, we knew that when the bids came in we didn't probably have enough money to
do the entire facility. The work that was done at that point on the 1932 building was the west
elevation and the north elevation and a portion of the east elevation.
If you go out there and look at what was done in 1999, all of that to the greatest extent by the
cleaning processing and the grinding out of these existing joints, restores the joint size back to its
original size. New mortar was put in place to replace the mortar that was ground out. The re -pointing
is intended for the rest of the masonry. It is also intended that any brick deteriorated, sprawled, or
cracked brick will be replaced.
2
