I The Chapin Park proposed historic district sample guideline booklets are printed and 2 being bound. Staff hopes to send them within the next week or two. 3 I had a conference call with Susan Stanis and Shannon Hill from HLFI and members of 4 the DHPA grant staff regarding the Saint Joseph County/South Bend resurvey. The grant staff 5 has advised that they foresee difficulties approving a grant to resurvey the county,but agreed the 6 South Bend survey does need to be updated. The funds held in trust with HLFI may be enough .7 to cover the survey of the city and printing the books. 8 9 John Oxian recommended that a national register nomination for LaSalle Street roughly from 10 William to Chapin Street should be included as part of the resurvey of the city and should be 11 completed by HLFI or some other competent consultant. 12 13 JOHN OXIAN: I move to recommend LaSalle Street for a national register nomination as the 14 Commission had for several years noted the street's significance.If the contract with HLFI for 15 the resurvey cannot be amended to include the application,then a new contract and separate 16 grant application should be drafted for the project. 17- 18 JOANN SPORLEDER: Seconds the motion and it passes unanimously. 19 20 Karen stated that as part of her research for the landmark report on 619 Sherman, she has 21 researched other land marked gabled ells within the city. There are several other gabled ells. 22 The window openings at 606 Leland were lately reduced and filled by smaller vinyl 23 windows. 618 Leland now has a striped roof and vibrant exterior color scheme. 24 25 JOANN SPORLEDER: I move that the owner of 606 Leland be advised to restore the original 26 dimensions of the window openings. 27 28 GERALD UJDAK: Seconds the motion and it passed unanimously. 29 30 JOHN OXIAN: I would like to bring up something that we should think about as a policy. 31 In the paper it stated that the city.of South Bend is allowing homeowners to put these 32 light fixtures in their front yards. They have already put three of them up on Franklin Street, 33 which they did not come in for C of A's. Since this might be something that we might get a lot 34 of in the historic districts, I think we should adopt some type of a policy stating which type of 35 these light fixtures we would like to see in the historic districts, like first choice, second choice, 36 and then allow the staff to make decisions on this unless somebody objects; then they could 37 come before the commission. Otherwise we are going to be looking at these things at every 38 commission meeting. 39 40 JOANN SPORLEDER: Do you want us to put that on the agenda for next month with the 41 various possible selections? 42 43 JOHN OXIAN: Yes, I talked it over with Karen and asked her for a report and recommendation 44 as to which one she thinks would be most appropriate in each district or area. 45 46 JOHN LIVINGSTON: They have three that you can select from. 47 5
