CATHERINE HOSTETLER: A PhD candidate from Notre Dame will be searching the <br />German Township area for sites connected to Native American heritage. This may <br />support designation of a district. <br />With all of the work that needs to be done, we would strongly recommend that <br />Bronson/Sunnymede— especially in its expanded form -be put off until next year. The <br />staff has enough to do; and even if we added staff; the neighborhood needs to be studied <br />more thoroughly. <br />The Districts Committee Chair would like to respectfully remind the commission <br />that the many local historic districts and the numerous landmarks must be administered <br />by the Commission with a staff composed of only two full -time and one part-time <br />positions. They are also responsible for educating the residents of these districts and <br />monitoring their progress. <br />D. STAFF REPORTS <br />1. 531 S. St. Joseph Street, Taylor's Field Local Historic District: Code <br />Enforcement possible request for demolition pending. <br />KAREN HAMMOND -NASH: The commission will recall this was a matter brought to <br />the commission's attention at the time of the Southhold Awards Ceremony when the <br />liaisons from the Taylor's Field Local Historic District raised this house as a matter of <br />concern and asked the commission to petition Code Enforcement to take action. <br />We did do that and we attended a code enforcement hearing last summer. Code <br />Enforcement has been actually fairly aggressive in trying to clean up this property since <br />at least the year 2000 and possibly before that. This summer a thousand dollar fine was <br />imposed against Providence Bank for their improvident treatment of this house. <br />Code Enforcement has not seen any improvement regarding this situation. Over <br />the last several years there has been an accelerated problem with homeless persons, drug <br />users, and possibly petty thieves getting in and out of the building and using it for <br />improper purposes. <br />We received information from the inspector, and they see no alternative at this <br />point; but to seek demolition. I discussed the matter with John Oxian, and he asked me to <br />talk with Kil Architecture about the possibility of them taking the property as a <br />receivership. Kil Architecture was not interested in that option. <br />JOHN OXIAN: Several years ago I tried to get this house put on the receivership <br />program. We had meetings with Code Enforcement regarding this. Every time Code <br />Eenforcement heard back from the bank they gave another excuse and would not place <br />the house in receivership. That is why the house is in the condition that it is in today. <br />This is inexcusable, and I can't go along with demolition. I still say that we <br />should try for at least one more month to see if we can find a receiver; before, I would <br />even think about allowing demolition. Is Code Enforcement willing to go along with the <br />receivership program? <br />Karen stated that Code Enforcement was not willing to talk to them about any possible <br />proposal.
