Separate issue: In 2003, we encumbered funds to pay Arsee Engineers for an engineering study relative <br />to Oliver School Salvage. We offered this financial assistance with salvage to the City, in writing, and <br />the City accepted our offer, also in writing. However, the City Engineering Department advised that the <br />salvage occur without the engineering study, and that the money be reserved for other uses. Heaven <br />only knows what they have in mind. <br />Meanwhile, I am getting grief from the County Commissioners and Purchasing Department for not <br />either paying Arsee Engineers, or returning that encumbered amount to the County Coffers. <br />I inquired of Ted Foti, Memorial Hospital V.P., what the timetable is for eventual use of the salvaged <br />Oliver School material in the new parking garage opposite St. Joseph Street Historic District. I hoped <br />that we might Quietus the original encumbrance, and re -encumber the same fund for an eventual use in <br />the same Oliver School salvage project. Unfortunately, however, Foti believes that the parking lot will <br />not be begun until 2006 or later. I will be working with the Budget and Finance Committee, Catherine <br />& Jerry, to resolve this dilemma, probably by obtaining the City of South Bend's agreement to spend the <br />money on Leeper Park Bridge lighting/beautification, instead of Oliver School salvage, without the City <br />retreating from its commitment to store the salvaged material. <br />
