U.S. 31 route planning: (a) SHPO rulings regarding National Historic
Register eligibility of certain houses; (b) reconsideration possibility for
George Schafer farm, the Union Township, Dist. 2 Schoolhouse/Country
Bakeshop, the Jacob Schafer/Zeiger farm, Lester Schafer farm, or others; (c)
passage between or around the Southlawn Cemetery & the Ullery/Farneman
farmhouse.

TODD ZEIGER: (Presented an alternative route for the US 31 project, which he proposed to
InDOT the previous week. Sought support from HPC for HLFI proposed Route E that will
bypass "the Big Squeeze" between the Ullery/Fameman farmhouse and the Southlawn
Cemetery. HLFI Route E uses farm ground to the west and then hooks into current US 31
south of Kern Road. This proposal will save several other properties that would otherwise be
destroyed or need relocation. It will maintain the southern entrance to South Bend, and fulfill
InDOT's Purpose and Need statement.

TODD ZEIGER: Historic Landmarks Foundation believes Route G will have serious impacts
upon significant historic farms and landmarks. It will destroy the contributing rural landscape
as well as much prime farm real estate. Route F, which uses most of the current US 31, will
ironically obliterate the traditional travel corridor and the traces of a farming community that
developed along its path. Route C's terminus will cause great impact to the Cover House and
Evergreen Hill, two highly significant properties. Historic Landmarks Foundation holds a
fagade easement on Evergreen Hill.

LYNN PATRICK: (Moves to revise HPC position on the US 31 routes in support of Mr.
Zeiger's proposal for a modification of InDOT's route E, send letter of resolution to the
appropriate bodies on this resolution, and send letter to SHPO, Frank Hurdis, regarding the
National Registry reconsideration of the George Schafer farm, the Jacob Schafer farm, the
Union Township District 2 Schoolhouse, and the Lester Schafer farm.)

MARY JANE CHASE: (Seconds the motion and it passes unanimously.)

V.
